Scope:


The Technical Advisor, Reproductive Health will support country health programs to strengthen the availability and use of family planning, skilled attendance during labor/delivery, post-abortion care, antenatal and postnatal care, prevention and treatment of STIs, and treatment for consequences of gender-based violence. In this role the Reproductive Health Technical Advisor will also work to diffuse IRC models of service delivery to select countries. The position may also be responsible for contributing to special initiatives that advance the health of women and girls in crisis settings, including but not limited to advocacy and research, and collaboration with other sectors and U.S. programs serving resettled refugees.


Major Responsibilities:


1 Provide timely and adequate technical support to select country health programs on reproductive health, including guidance on improving service quality, increasing use of priority RH interventions, supporting and motivating frontline health workers (midwives, nurses), and building capacity (including on-the-job training) on select RH topics. This will involve working closely with IRC"s country health advisors to (1) identify RH support needs, (2) provide technical support visits to select countries, (3) support on program design and funding proposals for RH, and (4) provide remote follow up with country health staff.

2 Assist country health teams to document and share lessons learned and best practices around RH service delivery in family planning, skilled attendance at birth, access to safe abortion care, building technical capacity and transforming attitudes around RH services, management of STIs, and treatment of health consequences of gender-based violence.

3 Contribute to efforts to improve delivery and use of RH services through more effective program measurement and, as appropriate, through research and evaluation initiatives.

4 Participate in and advise special initiatives in the health unit, and participate in joint initiatives with other IRC technical units as agreed upon by the supervisor, for example, linkages of RH services with nutrition, child health, and other health domains, menstrual hygiene management, programs to improve health and other outcomes for adolescent girls, efforts to improve women"s health among resettled refugees in the United States.

5 Represent the health unit and the IRC in academic forums, donor meetings, inter-agency working groups, and various global/regional forums as assigned by the supervisor.

6 Perform any other duties as assigned by the supervisor.


Job Qualifications:


Education: Clinical degree, nurse or midwife preferred, with a Master of Public health or equivalent.


Work Experience: A minimum of five years experience in public health, including at least two years in developing countries in a senior technical or management position and one year field experience in humanitarian setting


Demonstrated Skills and Competencies: Demonstrated technical expertise in more than one of the following areas: family planning including provision of long-acting and permanent contraception, emergency obstetric care, comprehensive abortion care, adolescent sexual and reproductive health, clinical care for sexual assault survivors, research and evaluation; and demonstrated experience in project design, proposal development and fund raising.


Training Skills: Able to transfer technical knowledge and skills and transform attitudes to improve quality of RH services


Language Skills: Proficiency in a non-English language is highly desirable, especially French.


Working Environment: Up to 40% travel may be required.
