The Senior Technical Advisor is responsible for supporting ongoing clean water and sanitation projects, for mobilizing appropriate water and sanitation measures in disaster response, and for developing new and/or expanded water and sanitation programming in countries of Samaritan’s Purse involvement around the world.


ESSENTIAL DUTIES AND RESPONSIBILITIESinclude the following. Other duties may be assigned.


Technical support


  • Provide technical support for international field staff working on Water Sanitation and Hygiene (WASH) projects

  • Travel to field sites as needed for assisting and training field staff

  • Be able to train, and oversee the training, of expat field staff, national field staff in understanding how to:

  • Assess ground and surface water supply options, including any special challenges with biological or chemical water quality

  • Determine the best options for water supply and/or treatment (if necessary) and supply, with respect to cost, durability, and community practice

  • Developing capacities for establishing and operating water systems

  • Assess needs and determine approaches for sanitary facilities, inputs, and practices

  • Perform and oversee design of sanitary facilities

  • Include protection and dignity considerations in facility designs

  • Oversee collection and application of sanitation and hygiene curriculum with a community based approach

  • Structure water and sanitation projects compatibly with SP’s community based and relational ministry approach

Support WASH DART


  • Maintain knowledge of water and sanitation equipment and approaches for disaster response and support Disaster Assistance Response Team (DART) structure with appropriate WASH information and support WASH officer on DARTs.

  • Coordinate supply of inputs with Logistics Coordinator for disaster response

  • As assigned, participate in disaster response field activities to mobilize water and sanitation solutions

Proposal/program development


  • Prepare, and be able to administer or oversee administration of baseline survey as a precursor to water and/or sanitation projects

  • Develop new water and sanitation programming

  • Participate in the writing of proposals for new projects with water and sanitation as their sole or partial (integrated) focus

  • Ensure that WASH proposals are in alignment with the Results Base Management practices in the project management guidelines (PMG)

  • Review and provide feedback on all grant and project proposals to ensure that projects meet quality standards for excellence

Assisting with WASH staff hiring


  • Assist country offices in the screening and selection of IFS WASH program managers and WASH interns, through review of application documents, interviewing and discussion with the field office.

Networking/Current in the field, and research/pilot concepts


  • Maintain awareness of appropriate water treatment technology options, and new developments in this field

  • Maintain participation in water and sanitation cluster groups and other related networks

  • Network with potential sectoral donors, especially in countries of operation

  • Coordinate in the field with peer organizations, and national partners

Monitor, guide and report on WASH sector activities


  • Support SP with facts on the need for water and sanitation in the developing world, especially in countries where we work. Provide information on SP accomplishments in water and sanitation

  • Keep a database of updated information regarding completed work, contacts, and situation context.

  • Professionally present regular written and oral reports to the Deputy Director, Country Directors, Regional Directors, donors, and Local Government officials, as requested.

Other


  • Travel to the field for temporary assigned field responsibility, project assessment, or other work as assigned.

  • Submit to the authority of the Country Director (CD) regarding the rules and regulations of the field office, and ensure that the CD is aware of all meetings, progress and ideas being formulated.

  • Follow policies and procedures of Samaritan’s Purse as set forth in the Policy Manual.

SUPERVISORY RESPONSIBILITIES


Carries out supervisory responsibilities for other WASH technical advisors in accordance with the organization"s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding employees; addressing complaints and resolving problems.


QUALIFICATIONS

EDUCATION and/or EXPERIENCE


Master’s degree in water related engineering; or ten to fifteen years’ related experience and/or training; or equivalent combination of education and experience. Experience and demonstrated success in cross-cultural communication and ministry.
