Under the direct supervision of the Senior Development and Planning Manager, the Development and Planning Officer is responsible for working within ICAP’s Strategies and Partnership Unit to support the planning and implementation of ICAP’s new business activities, including contributing to pre-bid management, proposal development, and the management of partnerships and external writing consultants.


Major Accountabilities


  • Gathers and analyzes information about new funding opportunities; develops succinct summaries of solicitations; and carefully tracks the status of opportunities in the pre-bid phase

  • Supports the effective management of partnerships, including coordinating the adaptation and finalization of pre-teaming and teaming agreements, serving as the partner liaison for an ICAP-led IDIQ consortium, and supporting the real-time tracking of ICAP’s partnerships

  • Manages the proposal development process in response to specific US Government (USG) and non-USG funding opportunities, from proposal kick-off through to after-action review

  • Serves as the knowledge management focal point on specific proposal development teams

  • Contributes to the development and/or adaptation of institutional capacity statements, past performance references, organizational charts, skills matrices, and other key proposal-related supporting documentation

  • Participates in the recruitment and tracking of high-quality external proposal writing consultants

  • Supports the development and roll-out of key, internal organizational knowledge management systems

  • Maintains the personal work management system for tracking tasks and follows-up on actions to ensure timely completion of deadline-driven tasks and outcomes

  • Contributes to the planning and implementation of special projects

  • Performs other related duties as assigned

Education


  • Requires a Bachelor’s degree in public health, international relations, development studies or other social science fields

Experience, Skills & Minimum Required Qualifications


  • Minimum three (3) years of experience in in the area of development and/or international project planning and management

  • Experience with international health and/or HIV program design

  • Demonstrated hands-on experience responding to funding solicitations from USG and non-USG entities, such as the U.S. Agency for International Development (USAID), the Centers for Disease Control and Prevention, National Institutes of Health (NIH), UN agencies, foundations, etc.

  • Excellent writing skills

  • Excellent interpersonal skills including oral and platform presentation skills.

  • High degree of flexibility and attention to detail

  • Excellent organizational and analytical skills, demonstrated ability to manage multiple priorities and deadlines, and ability to work both independently and collaboratively in a team

  • Expert skills in Microsoft Office Suite (Word, Excel, Outlook) and Adobe Acrobat

  • Demonstrated experience working in environments where there are multiple and changing work priorities often with overlapping and/or conflicting deadlines. Demonstrated and successful experience juggling multiple demands, managing shifting priorities, and negotiating timelines

  • Demonstrated experience working with culturally diverse staff

  • Demonstrated negotiating and diplomatic skills

  • Demonstrated experience leveraging information technology and tools for optimal office performance
