PSI anticipates being awarded a multi-year year, $10+ million project to introduce pre-exposure prophylaxis (PrEP) for HIV prevention in South Africa and Zimbabwe. Targeting female clients and providers, this project will take a user-centered design approach for creating a sustainable model to offer PrEP in the private sector. The project will be implemented in South Africa and Zimbabwe.
PSI is seeking an experienced Operations Manager for this project who will support the Project Director in the management and oversight of project implementation.
The Operations Manager should have: Significant experience in project management, organizational development, health programming, donor reporting and financial management experience on large donor budgets ($10M and up); a demonstrated track record in successfully managing government, donor, and sub-grantee relations; a commitment to capacity building; and, a strong interest in private sector approaches to development. The Operations Manager will coordinate donor financial reporting across countries. The Operations Manager will report to the Project Director in PSI’s HIV and TB Department and will be based in Washington, DC. This is a full time position with up to 30% travel.

RESPONSIBILITIES:
- Lead program management and financial management of the project, including:
- Donor financial reports, project budgets, monitoring of project expenditure, compliance of financial systems and controls with donor standards
- Tracking and achievement of all project deliverables per the contract
- Sub-contract development and negotiations with consortium members
- Overseeing the prime award and any subaward implementation, ensuring compliance with PSI and donor standards and timely submission of agreement requirements.
- Supporting finance and program work planning and reporting, with guidance from Project Director and inputs from technical team; ensuring timely submission of donor invoices and reports.
- Facilitating HQ cross-departmental support for the program.
- Facilitating cross-platform communications, implementation and adherence to workplan, reporting and compliance requirements.
- Provide remote and in-country financial and program management for PSI country financial teams involved in the project.
- Support planning and implementation of external assessments, field visits and/or audits
- Represent project in all financial and administrative aspects to the donor, consortium partners, auditors and PSI HQ.
QUALIFICATIONS:
- MBA, MPH or other advanced degree or equivalent experience;
- At least 10 years of professional financial management experience with at least 2 years of field experience in sub-Saharan Africa;
- Excellent oral and written communication skills;
- Experience and excellence in working with large, diverse teams.
