ICAP, in partnership with the US Centers for Disease Control and Prevention (CDC) and ministries of health in key PEPFAR-supported countries is conducting population-level HIV impact assessments (PHIA) in 15 – 20 countries in sub-Saharan Africa. The goal of the PHIA Project is to identify key HIV-related outcomes including HIV incidence, HIV prevalence and HIV viral load suppression, and uptake of HIV-related services. The objective of the project is to measure the reach and impact of each country’s HIV prevention, care and treatment services, and to guide policy and set funding priorities. Survey-related activities are currently underway in Zimbabwe, Malawi, Zambia, and Uganda, and several additional countries will be initiating activities in 2015.
Reporting to the Senior Manager of Communications, the Communications Officer, PHIA Project will work as part of ICAP’s communications team at ICAP New York Headquarters to lead and manage a public presence for the PHIA Project, including developing strategies, messaging, materials and content to promote the visibility of the PHIA Project across multiple platforms (online, print and public presence) and support the global PHIA Project team in efforts to successfully execute the surveys and disseminate results.

Major Accountabilities
- Develop, guide and provide oversight for the project branding strategy, including appropriate ICAP, partner and donor acknowledgment.
- Develop, write and distribute project materials, including briefs, success stories and news stories about the PHIA Project. Develop and manage an editorial calendar for the PHIA Project, including distribution of a monthly PHIA bulletin.
- Provide an overall communications framework for the regional office and country-based communications officers. Assist the Regional Communications Officer in the review of country communications strategies and work plans, as well as hiring efforts for communications staff at the country level.
- Develop toolkits and support project partners in use of standardized and adapted tools and templates.
- Manage development and launch of a PHIA website. Work closely with PHIA Strategic Information Specialist to scope the plan and scope the site, finalize specs, review bids and select vendor. Write, develop and publish all content, maintain the site on an ongoing basis and support the PHIA Projects’ ongoing online presence.
- In collaboration with outside vendors, and the PHIA team (regional and country-level), document the PHIA project through photo and video and utilize this in project communications.
- Advance ICAP’s thought leadership through the PHIA Project, including representation at international conferences and establishment of a publication plan for journal/scholarly articles.
- Develop and lead a dissemination plan to share findings from the PHIA Project at the global level. Support the regional and country teams with dissemination activities, events and publications at the country level.
- Participate in PHIA Project weekly team meetings and support other communications needs as they arise.
- Performs other related duties as directed.
Education
- Requires a Bachelor’s degree in strategic communications, marketing, public policy or a public health-related field.
Experience, Skills & Minimum Required Qualifications
- Minimum three (3) years of experience in Communications, preferably in an international development or public health organization.
- Demonstrated experience in project management for communications.
- Excellent writing, editorial and project management skills.
- Previous experience planning/developing websites (editorial and creative direction, not coding)
- Demonstrated ability to synthesize complex technical/scientific language for the web and other audiences/platforms.
- Strong presentation skills and ability to do basic graphic layout.
- Strong interpersonal and coordinative skills.
- Fluency in English required.
Experience, Skills & Preferred Qualifications
- Master’s degree in strategic communications, marketing, public policy or a public health-related field strongly preferred.
- Experience implementing a multi-country campaign or initiative preferred.
- Working knowledge of the operational and programmatic requirements of recipients of United States Government funding preferred.
Travel Requirements
- May require international travel up to 20% of the time primarily to PHIA assessment countries.
