United States of America: Learning Systems Coordinator

Background: Talent Development is the focus of the CRS Human Resources Department and a pillar of the CRS agency strategy. This Talent Management focus calls for the HR Staff Learning Unit to expand or create capacity in the following areas:


  • comprehensive learning management system

  • competency-based employee development

  • career-pathing system, career counseling

  • succession planning

  • mentoring

  • management development

  • on boarding and orientation

  • continuous learning about CRS values

  • monitoring and evaluation of learning

In order to achieve results in the areas listed above, there are seven areas in which all HR/Talent Development Unit staff are proficient:


  • learning technology (including learning management system)

  • comprehensive employee development

  • performance management

  • relationship management (including customer services and communications)

  • project management

  • instructional design

  • facilitation

The Workforce Development Coordinator works independently with minimal supervision on:


Training Event Logistics:


  1. Coordinate with Talent Development staff on the development, logistics and implementation of 4-6 major training events per year, including the Country Representative Leadership Retreat, Justice and Solidarity Reflections, CR Preparedness, the performance management system seminars, etc.

  2. Make all logistical arrangements for training, orientation and special meeting events including reserving conference rooms, sending invitations, booking hotels, arranging ground transportation, preparing visitor guides, meeting room preparation/clean-up before/after meetings, and organizing, managing, and operating audio-video, establishing adobe meetings, informing staff of relevant use of SharePoint and CRS Global, and other equipment needs for face-to-face and distance meetings.

  3. Track registration, participation and evaluation of offsite training events at ND, CCL etc. Liaise with vendor to settle training costs.

Knowledge Management


  1. Coordinate with Talent Development unit staff to create, update and maintain all Talent Development programs information on CRSLearns, S:drive and HR Global.

  2. Develop electronic web-based forms, design and develop electronic surveys, and evaluations, assisting in the synthesis, communication and analysis of results.

  3. Maintain the confidential Key survey account. Track license and initiate payment of annual fees.

  4. Prepare, launch, send reminders and compile 360 reports as requested by staff.

  5. Design and develop electronic surveys, assisting in the synthesis, communication and analysis of Talent Development reporting results.

  6. Ensure that electronic and hard-copy files are properly filed, stored, and/or archived as per agency policy, and are retrievable when needed. Monitor and coordinate archived files for Iron Mountain.

  7. Maintain and update relevant CRS Global pages. Guide content managers on keeping content fresh and attractive.

  8. Troubleshoot and support HR Community of Practice on an as-needed basis.

  9. Prepare compliance reports for required courses.

Visual Design and Development of Materials


  1. Support elearning programs in utilizing elearning applications, in creating Articulate engage interactions, and updating graphics and images as needed using Adobe Photoshop and other required applications.

  2. Support creation of multi-language versions existing elearning projects.

  3. Support audio file replacement in existing elearning projects.

  4. Coordinate with others in Talent Development to support development of instructional and communications materials for Talent Development projects and programs. Includes multimedia, elearning, instructor led and program management initiatives.

eCornell Programs


  1. Manage the eCornell program including notifying Solutions Architect when new seats should be purchased, in ensuring that the registration process is consistent with LINGOs’ offerings, in ensuring that all paperwork is submitted as needed for eCornell registrations. Design and recommend changes to the eCornell program as needed.

  2. Coordinate booking of dedicated sessions, reporting on completion and facilitate communications about these sessions. Track payment to vendor.

Learning System, Performance and Succession Modules:


  1. Cross-train, backstop and work collaboratively Systems Team, led by the Solution Architect.

  2. Create job aids and training materials to support CRS staff use of CRSLearns modules.

  3. Support user acceptance testing phase for all major releases for CRSLearns as needed.

  4. Coordinate with ILT support-coordinate with instructors and clients to enter and update training events and sessions, enter evaluations, provide access to reporting.

Key Working Relationships:


Internal: Talent Development unit staff, Human Resources Department Staff, GKIM, staff members of departments/divisions in strategic collaboration with the Talent Development and Learning Unit.


External: Consultants


Qualifications:


  1. Superb computer skills are required.

  2. Undergraduate degree preferred.

  3. Two-five years of work experience requiring use of organizational skills, customer service skill, training and computer software.

  4. Ability to work independently with minimal supervision.

  5. Willingness to learn and use the Talent Management system.

  6. Strong knowledge of MS Project, MS Access, MS Excel, MS PowerPoint, MS Outlook, and MS Word.

  7. Experience with web-based collaboration and communication systems technologies desirable, including but not limited to SharePoint, Adobe Connect etc.

  8. Experience with technology assisted learning software applications desirable, including, but not limited to, Learning Management Systems, on-line survey tools, elearning development tools, graphic design applications.

  9. Excellent oral and written communications skills

  10. Ability to work on multiple tasks at once.

  11. Ability to achieve results.

  12. Ability to work effectively with numerous people and personalities.

  13. Uses initiative and attention to detail skills.

  14. Intellectual curiosity and a strong willingness to learn.
