United States of America: Program Officer II


Purpose of Position: For assigned caseload, The Program Officer II (POII), plans, budgets, and implements IIE’s contractual services to the Department of State’s Bureau of Educational and Cultural Affairs (DOS/ECA) and Fulbright program offices overseas in addition to responsibility for special projects. The POII is responsible for grant budgets of up to $5,000,000 annually, coordinates services to the regional Fulbright program, and develops and maintains sponsor relations between IIE and important or developing program offices in the region. Work is carried out independently under general supervision. Essential Duties and Responsibilities include the following.
•Responsibility for grant funding for assigned caseload, including important contracts or programs in the region; plans funding in consultation with DOS/ECA and Fulbright offices overseas; monitors unused funds from prior Fulbright contracts and other agreements. •Fiscal responsibility for overall regional budget; manages budgets and financial records; monitors residual funding for Assistant Director sign-off. Performs advanced programmatic and administrative project work, as assigned. •Recommends policy and procedural changes; assists implementation of country policies and objectives; guides DOS/ECA and Fulbright offices overseas on program and student matters; evaluates program results. •Ensures successful results for assigned country caseload, in line with program priorities and budgetary restrictions; prepares grant documents; manages program and grantee budgets; assists Assistant Director in drafting annual non-ECA funding agreements and develops budgets for those agreements. •Coordinates with IIE colleagues to ensure compliance with visa regulations and Fulbright program policies. Reviews requests from students and informs program sponsors. Monitors all academic and personal situations. •Manages student emergencies. Reports and recommends action to program sponsors. Manages communication with those offices during these crises. •Informs and guides DOS/ECA and Fulbright offices overseas on program implementation and student counseling. Trains overseas Fulbright staff for assigned caseload, shares information, directs staff to information resources. •Provides reports as requested by senior management. Responds to requests for information and assists FFPD staff with special requests. Represents IIE and Foreign Fulbright Programs at external and internal meetings and events in the Assistant Director’s absence. Serves on working groups to improve FFPD processes and on intra-divisional working groups. •Trains new Western Hemisphere and Worldwide team members on divisional processes and procedures. Supports Assistant Director in training on Fulbright program policy, regional priorities and nuances of sponsor relationships. •Supports Assistant Director to ensure compliance with federal and internal regulations, including time charging, fiscal management and contracts. Collaborates with Assistant Director in drafting proposals for new program development for presentation to DOS/ECA and other Fulbright sponsors. •Responsible for complying with applicable contract and sponsor requirements and following all IIE policies and procedures. •Performs other related duties and functions as assigned.


Job Requirements Education/Experience:
•Bachelor’s degree plus 3 to 5 years of progressively responsible experience in program management. •Professional experience in budgeting and data management, preferred. •Professional background, personal experience, or educational focus on Latin America and the Caribbean, and Canada preferred •Fluency in Spanish, verbal and written is required.


Knowledge, Skills, and Abilities:


•Knowledge of higher education systems, regional affairs and relevant languages skills are a plus. •Knowledge of J-1 Visa regulations and SEVIS, a plus. •Good judgment, initiative, the ability to focus on critical issues and the capacity to work independently are essential. •Strong analytical, interpersonal, and communication skills. •Ability to organize a high volume, time-sensitive caseload and to work effectively with program colleagues. •Ability to multi-task, prioritize work and handle several projects at the same time, all while giving immanent attention to detail. •To perform this job successfully, an individual should have knowledge Microsoft Office 2010, in particular extensive experience with Excel; internet software and database software. •Flexibility and adaptability adjusting to changing needs. •Ability to establish positive rapport and collaborate with colleagues both inside and outside the organization. •Ability to negotiate and work well under pressure and on short-deadlines at critical periods. •Ability to maintain the highest degree of composure and confidentiality regarding all aspects of work at all times. •Excellent interpersonal and communication skills, both oral and written, including the ability to read and interpret documents such as policy and procedure manuals and regulations as well as write reports and routine correspondence and make public presentations.
