United States of America: Senior Technical Advisor, TB


The Senior Technical Advisor (STA) is responsible for providing technical assistance aimed at supporting the adoption and introduction of new TB medicines by strengthening pharmaceutical systems in developing countries. S/he supports SIAPS TB Core portfolio manager and in-country teams in the development and implementation of technical activities and approaches recommended by USAID, WHO and other global partners to ensure harmonized and standardized approaches in countries and their contribution to SIAPS results. The STA is responsible for the adequate deployment of PHT tools and frameworks and their adequate customization and ownership at the country level. S/he works closely with SIAPS country portfolio teams, cluster and health element leads and with national stakeholders to ensure that technical assistance activities are effective and that deliverables are meeting quality standards. S/he supports measurement and documentation of portfolio results. The STA also contributes and supports PHT and SIAPS capacity building and knowledge exchange plans.


Implement and promote rapid adoption of new TB medicines and novel regimens in TB priority countries (75%)


  • Provide technical support to SIAPS assigned countries for rapid adoption and introduction of new TB medicines and novel regimens; ensure activities are in line with global recommendations and USAID strategies to increase uptake of bedaquiline through the bedaquiline donation program.

  • Support regular update of SIAPS website for introduction of new medicines

  • Document activity achievements and challenges regularly and contribute to USIAD quarterly reports for this activity

  • Mange consultants and deliverables as required

Support SIAPS program close out activities for TB (15%)


  • Contribute to technical report writing for TB activities including success stories

  • Contribute towards indicator and deliverable monitoring and reporting for TB new medicines activities

Contribute to MSH/PHT business, overall growth and technical goals (10%)


  • Write abstracts and publications to showcase MSH/SIAPS TB work for the introduction of new medicines and novel regimens including pharmacovigilance

  • Attend meetings/conferences and present information about MSH/SIAPS work

  • Peer review technical documents

Job Requirements


Qualifications


  • Graduate degree in a health-related field is essential

  • Public health degree preferred

  • Seven plus years of relevant experience in clinical field

  • International public health experience in resource limited settings preferred

Knowledge and Skills


  • Specialized training and/or experience relating to active drug safety monitoring and management, manual and electronic management information systems.

  • At least one year relevant experience in international public health particularly in the implementation of TB control, prevention, and care interventions and activities in developing countries preferred.

  • Experience with programs supported by bilateral agencies such as USAID and international agencies such as WHO, Global Fund, and Global Drug Facility preferred.

  • Ability to write lucid technical reports and documents in English is required.

  • Proficiency in French is desired as are languages of other USAID-supported countries.

  • Practical knowledge/experience with tools as applied to pharmaceutical management is preferred.

  • Demonstrated intermediate computer skills in Microsoft Office Suite applications, including Word, Excel, PowerPoint, Outlook and statistical software.

  • Interest in and experience managing and supervising technical staff.

  • Willingness and ability to travel up to 30% of the time.
