United States of America: Senior Technical Advisor for Malaria


This position serves as a key technical resource to the Health Programs Group (HPG) and MSH as a whole on matters relating to malaria elimination efforts, including policy development, capacity development, management and retention strategies, and related research. S/he will develop strategies for improving the malaria elimination performance of malaria programs in the Ministries of Public Health (MOPHs) and private sectors. S/he will support projects and country programs in the design and implementation of approaches to develop malaria materials and tools, and document the efforts to address malaria elimination challenges in MOPHs and also the private sector.


The Senior Technical Advisor for Malaria shall have the requisite qualifications and experience sufficient to ensure a balance of technical, managerial and inter personal skills. S/he shall be well versed with the Roll Back Malaria Partnership, the President’s Malaria Initiative, and the Global Fund goals and objectives and at all times, maintain and articulate the strategic technical vision for the malaria program within MSH. S/he shall be responsible for interacting with and representing the MSH malaria program to the MOPHs and to other donor agencies.


The Senior Technical Advisor for Malaria is responsible for providing technical assistance to MSH’s malaria projects and MSH staff in African countries—in close collaboration with the country project directors—and elsewhere as required.


The Senior Technical Advisor for Malaria serves as a resource and team member to improve staff capacity particularly at primary health care and hospital level and works closely with members of multidisciplinary teams to ensure efficiency and effectiveness of interventions in MSH’s Malaria projects.


S/he will be expected to employ a “hands-on” technical approach to MSH’s malaria program and National Malaria Programs.


Job Requirements


Technical Assistance (50%)


  • Provide technical and managerial leadership including capacity building to projects and MOPH staff, focusing on prevention efforts through LLIN distribution and malaria in MNCH programs, improve community involvement, strengthen case management and diagnostics, implement innovative approaches, quality assurance, monitoring and evaluation (M&E) and operational research. S/he will also provide technical assistance in coordinating other activities such as supporting malaria drug management and malaria lab management.

  • Develop an integrated approach to malaria elimination that places MSH on the cutting edge of malaria program management and implementation.

  • Provide technical oversight to MSH’s malaria projects.

  • Document MSH’s portfolio of malaria activities, update it as new experience occurs, and disseminate results.

  • Develop a malaria technical exchange network of interested MSH staff and consultants who can organize around the vision and mission and support our efforts in malaria control.

  • Develop strategic partnerships in malaria control activities that provide synergy and complements our existing strengths.

  • Increase presence at strategic meetings/global forums on malaria.

Business and Resource Development and Innovation (50%)


  • Develop strategic plans for growing the business portfolio for MSH/HPG in malaria.

  • Contribute to new business development for HPG as technical lead, contributing writer, or reviewer. As needed, serve as a scheduled TSL on roughly three bids per year.

  • Build and maintain strong relationships with key players among USG and non-USG donors and partners.

  • Identify potential strategic partners and funders, keeping in mind diversification of MSH’s malaria portfolio.

  • Partner with MSH’s Global Partnerships, Marketing and Communications office in scanning both the market and potential competitors.

Perform other duties as required.


Education:


  1. Medical Degree desirable

  2. Post-graduate training in public health/malaria essential

  3. Doctoral level degree in Public Health or related field desirable

Experience:


  1. Minimum of ten years practical experience working in public health in the fields of infectious disease, with at least seven years working in Malaria in developing countries essential . Experience in Africa, Asia, Latin America/Caribbean regions an added advantage.

  2. Recognized expertise in malaria control, at regional and country levels in developing countries essential.

  3. Previous experience (ten or more years) providing technical assistance for malaria programs essential.

  4. Understanding of current key Roll Back Malaria Partnership, the President’s Malaria Initiative, and Global Fund to Fight AIDS, Tuberculosis and Malaria issues essential.

  5. Experience working with international donors essential.

  6. Experience working with Global Fund to Fight AIDS, Tuberculosis and Malaria projects desirable but not essential.

  7. Demonstrated success in achieving results leading a Malaria Control Program or Malaria projects.

  8. Demonstrated leadership skills in working and collaborating with other donors, host country institutions, and international organizations.

  9. Significant knowledge and experience of health sector reform processes in developing countries and the associated impact on the organization and financing of malaria programs.

  10. Demonstrated experience in M&E, and operational research in the malaria context with practical experience in malaria epidemiology.

Skills and Abilities:


  1. Excellent communication skills, both oral and written.

  2. Proficiency in English speaking, understanding, writing and reading with the ability to conduct business in English.

  3. Competence in French, Spanish and/or Portuguese desirable.

  4. Demonstrated computer skills in Microsoft Office Suite applications, including Word, Excel, Outlook, and PowerPoint. Skills in a statistical program (SPSS, EPI info, etc.) are an added advantage.

  5. Proven ability to build strong relationships, work well as part of a team, and to incorporate views of other disciplines into his or her work.

  6. Demonstrated organizational, managerial and supervisory skills and abilities; sound judgement, and high ethical standards; flexible and able to adapt to changing priorities and deadlines.

  7. Demonstrate capacity to work in a variety of cultural settings, complex environments and fragile states.

  8. Willingness and ability to travel up to 50% of the time.
