Position Summary

The Emergency Assistance Program provides individual human rights defenders and civil society organizations with small grants for medical, legal, humanitarian and other emergencies. Under the direction of the Program Director (PD), the Program Officer will provide programmatic support to the Fund on cases from Eurasia, including finance, logistical, administrative, research, writing and data analysis assistance. This position is based in Washington, DC and reports to the Director for Emergency Assistance Program.

Minimum Qualifications

Bachelor’s degree in political science, international relations, human rights, law, or related field, Master’s degree preferredMinimum 4 – 6 years of experience in program management including reporting ability and knowledge of funder account requirementStrong ability to communicate effectively in English, both verbally and in writingAbility to communicate fluently in Russian required, fluency in at least one other regional language also preferredStrong appreciation of and demonstrated experience in human rights defense workDemonstrated experience with managing and creating budgetsStrong knowledge of human rights principles and mechanisms, and democracy promotionAcademic and/or field experience, specifically in/on, Russia and the wider Eurasia regionStrong ability to plan, organize, prioritize work, and multi-task to meet tight deadlinesAbility to apply superb attention to detail and consistently produce timely and error-free workAbility to learn database and other software, e.g. Martus, and observe security proceduresAbility to coordinate travel logistics, meetings, and events

Some Duties and Responsibilities

Contribute to the preparation of reports, proposals, grants, press releases, and budgets as requiredLiaise with State/DRL on vetting of cases and respond to queries from DRLReview and develop applications to the Fund under the supervision of the PD, which includes evaluating applications, working with referring organizations or individuals, finding sources of information on the case and country involved, entering cases into database, providing translation if necessary, and maintaining information on cases, with a focus on those from IranMonitor impact of grants and maintain database for his/her own cases/others as assignedAssist with developing and maintaining in-country and regional networks of human rights defenders, civil society organizations, experts, and regional partnersOrganize and facilitate meetings with relevant Freedom House regional teamArrange team meetings and travel, prepare weekly reports, map updates and staff briefing summariesOther related duties as assigned.How to apply:
