Performs administrative support work registering voters, preparing and maintaining voter records and files.
An employee in this class is responsible for processing voter registration cards, assisting with the preparation for elections and providing general support to the Elections Director and the Office as needed. Other duties include entering data and maintaining the database, preparing reports, assisting candidates, voters, precinct officials and others. Work requires that the employee exercise sound judgment in working with the public and providing them with the proper information. Work procedures are well established and generally are readily available. Work is performed under the regular supervision of the Elections Director and is evaluated through periodic conferences, observation and review of work generated.
DUTIES and RESPONSIBILITIES:
- Registers voters, answers inquiries concerning voter registration laws, prepares, updates and maintains current voter registration records utilizing computer database; prepares and prints various reports from database including statistical information; updates the system as directed by the SBOE; completes list maintenance procedures as provided by the SBOE.
- Serves as secondary operator of the SEIMS (State Election Information Management System) database.
- Answers incoming calls and assists walk-in customers; answers inquiries concerning voter registration laws.
- Assists local and state candidates with filing for office.
- Assists in elections process by checking supply boxes for precincts; checks instructions; provides rosters by utilizing the SEIMS system for precinct supply boxes, provides necessary forms utilizing the system for payroll reports, audit forms, and equipment testing.
- Assists with absentee applications and voting; checks voter records in response to precinct staff; approves provisional voting; takes vote totals by phone, and assists in inventory of supplies and materials after elections.
- Enters vote totals into the SEIMS to provide current information to the Board and public regarding election night results.
- Maintains and updates software relating to voting equipment and tabulation system.
- Assists in post-election verifications by keying vote history from rosters and reconciles voters using precinct poll books.
- Assists in reconciliation of ballots and other election forms issued to precinct officials during elections.
- Worker researches information provided on provisional ballots for presentation to the Board for approval.
- Verifies totals at canvass and for abstracts for reports to the SBOE.
- Worker is responsible for updating and maintaining the website for the Elections Office and utilizes the site for voter outreach, and provides up-to-date public information.
- Prepares and processes Department requisitions and purchase orders via the AS400 System; orders supplies for the Office and elections as needed; prepares timesheets and payroll database for all precinct officials.
- Provides technical guidance to other Election Board staff regarding equipment and software.
- Prepares a variety of correspondence and reports; compiles documents for the annual budget.
- Assists with training new office personnel and also assisting with mandatory training for precinct officials prior to each election; assist with training poll workers who are in the process of completing Precinct Official Training.
- Performs monthly safety testing of emergency lights and fire extinguishers; serves as the Department representative on the Safety Committee.
- Attends various trainings conducted by the State Board of Elections.
KNOWLEDGES, SKILLS and ABILITIES:
- Comprehensive knowledge of registration and voting procedures and of the maintenance and protection of voting registration lists and records.
- Comprehensive knowledge of federal, state and local citizenship and voting registration laws and regulations.
- Thorough knowledge of standard office practices, procedures and equipment.

- Ability to establish and maintain effective working relationships with the Board of Elections, County officials, media, associates and the general public.
EDUCATION and EXPERIENCE:
Graduation from high school with moderate experience working with the public and working in an election’s office or other type of office environment; or an equivalent combination of education and experience.
- Possession of a valid North Carolina driver’s license upon hire.
- Obtain Treasurer’s Campaign Compliance Certification within six months of employment.
- Complete Precinct Official’s Certification Course within one year of emplyment.
- Complete Electrical Safety Training within one year of employment.
- Complete Safety and Loss Control Training within one year of employment.
- Complete Fire Safety Prevention Training within one year of employment.
- Complete OSHA Chemical Hazard Communication Training within one year of employment.
- Obtain N.C. Election Administrator Certification within three years of employment.
