The Monitoring and Evaluation (M&E) Technical Advisor will advise and provide support to field offices implementing projects in reproductive health, family planning, maternal and newborn health, HIV/AIDS, malaria and infectious diseases, tuberculosis, health systems strengthening, and chronic diseases. Such advising will include establishing and maintaining routine monitoring and reporting systems and designing, conducting, analyzing and reporting on surveys, evaluations or operations research. A critical role will be to build capacity of MSH colleagues in the field and at headquarters in the development, implementation, and quality assurance for monitoring and evaluation systems and activities and data-driven program decision-making.


Technical and Support (60%)


  • Act as M&E backstop and provide support to CHS project teams to insure high quality of M&E systems and plans, including the design and development of data collection tools and database for tracking project results, training participants, and project monitoring.

  • Contribute to the refinement of technical guidelines, processes, and procedures for M&E and research in field-based projects.

  • Develop, review and provide feedback on technical materials related to M&E.

  • Support the documentation of project results according to donor and MSH requirements, and provide technical assistance to projects for documentation and sharing of best practices

  • Assist projects with data analysis for and review the quarterly, semi-annual, annual and end of project reports as needed by the team.

  • Support the design and implementation of (facility-based or population-based) surveys and other operations research, including sampling, indicator selection, questionnaire development, data management, and statistical analysis.

  • Build capacity of staff, at home office and in the field, through coaching, support, and technical assistance in principles of M&E, statistical analysis, project management, and geographic information systems software.

  • Represent the interests of CHS and MSH at internal and external technical meetings and conferences. Present CHS technical products, experience and expertise at these meetings and conferences as appropriate.

  • Contribute to MSH’s Results Management Initiative, ensuring that CHS project staff members are well-oriented to and compliant with the use of the MSH Results Management Manual in all work processes.

Business and Resource Development (25%)


  • Conduct analysis of local data to determine the distribution of and determinants of local disease burden to guide project designs, including theories of change.

  • Assist with the preparation of performance monitoring plans/monitoring and evaluation plans for CHS proposals.

Management, Coordination & Operations (15%)


  • Support and promote the interests and priorities of CHS, and contribute to the annual work planning process.

  • Assist with collection, collation, and analysis of data for preparation of CHS quarterly reports. Maintain center database including a repository of data generated by projects.

  • Meet and communicate regularly with supervisor to discuss status of ongoing work and to provide briefings on new developments. Actively seek to strengthen performance through development activities.

  • Advanced degree in health (epidemiology, international health, public health, biostatistics, population) or related social science discipline.

  • At least four years of experience in international development work.

  • Prior experience designing and implementing routine data collection system for health service delivery.

  • Prior experience developing PMPs for and supporting USAID funded projects.

  • Field-oriented and comfortable with a team approach to programming and the ability to manage several major activities simultaneously.

Knowledge and Skills


  • Knowledge of USAID data collection and reporting requirements highly desirable.

  • Strong oral and written communication skills including the ability to review, scan and summarize information.

  • Proven programmatic, technical, and managerial ability and interpersonal skills to collaborate effectively with professional colleagues in a broad range of local, non-governmental, governmental, and international organizations within diverse socio-cultural contexts.

  • Computer skills essential: knowledge of word processing, database, spreadsheet, and presentation programs. Ability to quickly learn new software packages. Experience conducting statistical analysis using at least one statistical software and in using at least one open-source mapping software.

  • Fluency in English required; additional verbal and written skills in French or Spanish will be an asset.

  • Demonstrated ability to transfer monitoring and evaluation skills to colleagues, partners, and local organizations in developing countries including experience working within complex international projects to support M&E efforts.

  • Ability to work independently, take initiative, and use good judgment.

  • Demonstrated ability to work as an effective team member, and to lead a team to achieve results in a complex and fast-paced environment.

  • Experience in designing applied research studies and health surveys in low-resource settings.
