Position Summary:


  • The incumbent will support the Grants Unit operation for the Office of Foreign Disaster Assistance (OFDA), U.S. Agency for International Development (USAID),

  • He/she will solicit, negotiate and prepare Grants, Cooperative Agreements, Interagency Agreements, Public International Organizations (PIO) awards plus amendments/modifications thereto and supporting documentation, such as waivers and memorandum of negotiation, for the Agreement Officer’s signature.

  • Explain to USAID OFDA, U.S. or Non-U.S partner organizations the legal requirements, policies and regulations, negotiation terms and grant procedures of USAID grants.

  • Work with USAID OFDA to develop grant solicitations and post on Grants.Gov and advise members of technical review committees on grant and budget issues.

  • Incumbent will work with USAID GLAAS Award database, financial systems, and be involved in all OFDA grant activities.

  • Participate in pre-award reviews and assessments.

Education:Bachelor’s Degree, other trainings in related field.


Experience: 7 years working experience with USAID Assistance program (grants activity).


Skills:


  • Familiarity with US Government entities in general and USAID in particular.

  • Experience in the negotiation and administration of grants, cooperative agreements and interagency agreements.

  • Good knowledge of USAID Assistance Regulations such as Code of Federal Regulation (CFRs), Automated Directive System (ADS) series, OMB Circulars and other directives governing grants and contracting.

  • Experience with drafting, posting and negotiating USAID Annual Program Statement (APS) or other solicitations is a plus.

  • Excellent analytical and organizational skills and attention to detail.

  • Familiarity with USAID financial management procedures and its interface with Assistance and Acquisition as well as USAID Global Acquisition and Assistance System (GLAAS) generating contracts/grants software.

  • Thorough understanding of USAID field Mission Controller and Contracting/Agreement Officer functions.

  • Proficiency in basic Microsoft Office 2011 (including Word, Excel, PowerPoint).

  • Team player and ability to multi-task in fast-paced environment.

  • Professional level skills in both oral and written communication.

This is a surge position lasting for approximately 6 months.


U.S. Citizenship is required; selected candidate must be able to qualify for a government sponsored security clearance.
