Human Capital and Talent Management (HCTM), Center for Performance Excellence (CPE) is responsible for managing and awarding exemplary performance, as well as providing Executive Resources Services. This includes managing all matters pertaining to the Agency"s Foreign Service (FS), Civil Service (CS), Senior Foreign Service(SFS), Senior Executive Service (SES), Senior Professionals (SL/ST), and Administrative Detemined (AD) performance evaluation systems; as well as the administration of USAID"s incentive, performance, and Presidential award programs, and pay for performance for the SES and the SFS.


This position is located in the Performance Management Division (CPE/PM) and is responsible for the supervision of all aspects of performance management, including management of performance planning and appraisal, executive performance management, and FS/SFS promotions and Boards.

As a Supervisory Human Resources Specialist, you will:


  • Serve as agency"s technical expert on implementing and administering the executive and non-executive performance management programs at USAID (i.e. SES/ST/SL, Civil Service, Foreign Service, Senior Foreign Service). Consults with key USAID managers on program activities, objectives, and priorities, identification of program needs, and resolution of problem areas.

  • Provide administrative and technical supervision necessary for accomplishing the work of the unit. Allocates work optimally among employees, including building cross-functional operational capabilities in the team. Proactively manages the Performance Management Division budget. Guides staff to anticipate issues and to respond quickly and appropriately to new opportunities and risks, changing conditions or unexpected obstacles.

  • Ensure that the performance planning/assessing and performance awards processes are in accordance with OPM regulations and implemented accordingly. Develops solutions to complex and sensitive issues. Collaborates with key senior managers on performance management-related issues. Manages the annual Agency Performance Review Boards and oversees related processes.

  • Prepare and deliver presentations to educate, inform and influence stakeholders on performance management and assessment related programs. Develops and delivers training on performance management processes and tools along with related assessment programs to HR and business unit personnel

  • Plan, develop, evaluate, and implement USAID"s Senior Foreign Service and executive compensation programs for pay for performance and performance awards. Collaborates with Office of Personnel Management (OPM), Department of State or via benchmarking with other Agencies on the establishment of pay for performance and monetary recognition programs. Develops solutions to exceptionally complex, sensitive, and controversial pay issues and compensation matters.

You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-**13** level gained in the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: demonstrating a comprehensive knowledge of performance awards/management/performance planning and appraisals systems. Your experience must be sufficient to demonstrate these abilities. Examples should include: Being recognized as a technical authority, interpreting laws, rules, regulations and/or guidelines; developing and/or managing performance management systems; developing research plans and hypotheses, and implementing and carrying them through to completion; designing potential solutions and developing action plans.
