Education and Experience:
Bachelor’s Degree or three years related experience and/or training; or equivalent combination of education and experience
High School Diplomas and college/university degrees must be obtained from an accredited program or university approved by the United States Department of Education and the Texas Education Agency.
Primary Purpose Summary:
Processes all enrollment forms for various types of benefits to include setting up payroll deductions, back billing, and refunds. Administers the Consolidated Omnibus Budget Reconciliation Act (COBRA) Program. Responsible for ensuring compliance of the Family Medical Leave Act (FMLA) and Health Insurance Portability and Accountability Act (HIPAA).
Essential Requirements and Responsibilities:
1. Processes all employees’ benefit plan deductions and change forms for the District’s self-funded medical/dental programs and other insurance plans.
2. Processes all personnel actions received and ensures accuracy with enrollment and deductions.
3. Sets up benefit payment plans for all employees who do not earn enough to pay premiums, missed paychecks, or other discrepancies each pay period.
4. Verifies all back bills and refunds against the deduction register each payroll run.
5. Processes and monitors all cafeteria plan changes in accordance with Internal Revenue Service (IRS) Code Section 125.
6. Administers the District’s COBRA program in compliance with legislative requirements for employees and their qualified beneficiaries to include notifications, monthly billings, premium payments/deposits and accounting records.
7. Processes retirees’ selected benefits.
8. Maintains and bills grandfathered Retiree billing program for Health, Dental, and Life.
9. Processes all leaves of absence benefit actions received and payment of premiums in accordance with FMLA and Non-FMLA policies and regulations.
10. Responsible for reconciling and preparing the Request for Payment (RFP) for the health insurance administrative and stop loss fees, $15,000 basic life, Dental, and employee assistance program fees.
11. Audits weekly discrepancy files from TPA’s to ensure accurate membership and enrollment.
12. Serves as liaison for the benefit programs to active employees, COBRA participants, FMLA participants, and retirees to resolve complex benefit issues.
13. Communicates benefit options to employees who qualify for Family and Medical Leave Act (FMLA) leaves of absences to ensure the District’s compliance with FMLA.
14. Assists in planning and implementation of District open enrollment for Retirees and COBRA participants, ensuring participants receive information at each District location.
15. Responds to general questions from employees regarding employee benefits, procedures for retirement, leaves of absence, etc., by telephone, written correspondence and personal appointments.
16. Assists with employee information meetings during open enrollment periods or as requested.
17. Processes, notifies, and maintains all over aged dependents for those employee dependents who have become ineligible for health benefits due to age.
18. Processes medical support orders issued through Attorney General’s Office.
19. Conducts audits as needed or requested by Employee Benefits Coordinator to ensure accurate Benefit eligibility.
20. Assists the Employee Benefits Coordinator and Director for Risk Management with employee benefit surveys, District and State-wide.
21. Maintains confidentiality of information in accordance with HIPAA Privacy Laws and District policies.
22. Reports to work on time every day.
23. Performs all other tasks and duties as assigned.
Qualification Requirements:
- Successful completion of applicable skills testing through the Department of Human Resources
- Knowledge of the COBRA, FMLA, HIPAA and TRS laws
- Knowledge of and ability to design and maintain databases and spreadsheets
- Strong interpersonal and communication skills
- Strong organizational skills, ability to prioritize work, and detail oriented
- Strong mathematical and analytical ability
- Ability to use good judgment and discretion in sensitive, confidential issues and projects
- Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public
- Valid Texas Driver’s License with driving record that meets the requirements of the District
