Tour of Duty: Monday-Friday (40 hours per week)
Shift: 7:30 A.M. – 4:00 P.M.

Performs
a variety of warehousing and clerical tasks.
Assignments include handling incoming/outgoing receipts from the loading
dock through the proper staging and storage areas. Selects the proper storage location for
items. Assembles items for shipment,
receiving, storing, stacking, palletizing, and issuing.
LOCATION: This
position is located in the Office of Central Operations (OCO), Office of
Earnings and International Operations (OEIO), Management Support Branch (MSB), Mail Service Section, Wilkes-Barre Data
Operations Center (WBDOC), Federal Building, 1150 East Mountain Drive,
Wilkes-Barre, PA 18702-7997.

The incumbent in this position performs a wide variety of activities, such as:
Conducting physical inventories of all stock,
counting, sorting, consolidating, unpacking and repacking stock.
Handling a variety of warehousing tasks
involving incoming/outgoing material receipts and warehouse storage.
Moving materials through proper staging and storage
areas.
Assembling items for shipment, receiving, storing,
stacking/palletizing and issuing materials.
Operating a forklift as well as other standard types of
warehousing equipment.
Checks and signs carrier receipts for all
supplies and equipment delivered as well as bulk shipments.
Packs or unpacks boxes,
cartons and other containers. Loads and
unloads bulk items using warehousing techniques.
Operates computerized postage
metering equipment, computerized in-line document inserting machines,
mail openers, and other standard warehouse gear such as hand trucks, flat-bed
carts, pallet jacks, etc .
Uses tools such as hammers,
drills, nail pullers, strap assembly machine, staple guns, knives, box cutters,
and box stitchers.
QUALIFICATIONS REQUIRED:
Applicants must demonstrate the ability to
do the work of the Materials Handler position without
more than normal supervision. Applicants will be rated on the six
(6) job elements listed below and must describe experience, training,
outside activities which show ability or potential ability in the
elements.

Screen Out Element: Ability to do the work of the position without more
than normal supervision. Ability to perform some warehousing tasks such as
conducting physical inventories of all stock, counting, sorting, consolidating,
unpacking and repacking stock through application of some warehousing practices
with minimum supervision and subject to inspection at the end of each task.
(2)
Work Practices: General ability to perform most of the warehousing tasks such
as receiving, storing, issuing, and preparing for shipment of forms,
publications, supplies and equipment through application of established
warehousing techniques and handling methods with minimum supervision and
subject to inspection at the end of each task.
(3)
Technical Practices: Displays flexibility and adaptability in adjustment
to frequent changes in work procedures and performs work with finished product
inspected at completion time.
(4)
Ability to Interpret Instructions, Specifications, etc.: Ability to
interpret some oral and written instruction relating to the ability to respond
to occasional changes, packing and crating items for shipment and moving and
storing stock with occasional supervision.
(5)
Knowledge of Materials: Ability to select proper materials relating to
warehousing tasks such as forklifts, hammer, nail pullers, strap assembly
machine, staple guns, knives, box cutters, and box stitchers with occasional
supervision.
(6)
Dexterity and Safety: No derogatory information with respect to speed,
accuracy, and safety record.
SELECTIVE PLACEMENT FACTOR
Physical Demands:
Incumbent
performs work on hard surfaces and in work areas that require him/her to stand,
stoop, bend, and work in tiring and uncomfortable positions. Incumbent must be able to climb high ladders
and traverse suspended walkways. Must be
able to lift and/or carry objects of heavy weight (over 50 pounds) and
occasional lifting and carrying of heavier materials. Must be able to move carts containing
material in excess of 500 pounds across floors and up ramps. HOW YOU WILL BE EVALUATED:
