This position is located within the U.S. Department of Labor, Mine Safety and Health Administration (MSHA), Coal Mine Safety and Health District 12 Office, Conference Litigation division temporarily located in Beaver, WV but will be permanently located in Pineville, WV upon completion of their new offices. The purpose of the Mine Safety and Health Administration is to prevent death, disease, and injury from mining and to promote safe and healthful workplaces for the Nation’s miners.
Please note that the Coal Mine Safety and Health District 12 Office is temporarily located at the National Mine Academy in Beaver, WV. This relocation is scheduled to end within 6 months after the close of this vacancy announcement but may be shortened or extended. The permanent duty station for this position will be in Pineville, WV; no relocation or moving expenses will be available .
This position has promotion potential to GS-06. Promotion Potential: There is no obligation to provide future promotions to you if you are selected. Future promotions are dependent on your ability to perform the duties at a higher level, the continuing need for an employee assigned to the higher level, and supervisory approval.

DUTIES
Additional Duty Location Info: FEW vacancies – Beaver, WV
If selected, you will be responsible for providing program and administrative support, as well as liaison duties in direct support of the Conference Litigation Representative (CLR). These duties include but are not limited to:
Scheduling dates and arranges for conferences between operators and inspectors, supervisors and the CLR; Researching, assembling, analyzing and summarizing data for use in the Alternate Case Resolution Initiative (ACRI) process; Providing guidance and advises district personnel concerning the processing and application of ACRI processes and documentation; Ensuring that all documentation relating to the safety and health conference is placed in the CLR file; Maintaining the ACRI automated databases; Receiving, assembling and transmitting case and litigation packets and ensuring all information necessary is included; Researching and assembling information from files and records for use by the district and headquarters staff in conferences, meetings and/or seminars; Maintains confidentiality and accountability of physical and testimonial evidence and records.
Receiving calls and visitors, and determining those which can be personally handle, referring others to the appropriate field or district office staff; Keeping a log of all calls and visitors in supervisor’s absences in order to brief him/her via telephone or upon return to the office; Arranging conferences and appointments for the Office following up with staff members to insure that commitments are met; Making travel arrangements; Receiving, reviewing, distributing and logging incoming/outgoing correspondence; Maintaining time and attendance records, preparing necessary personnel documents, requisitioning, and distributing supplies and preparing mileage reports.
Expediting record-keeping, tracking, and production of documents, using MSHA- specific automated systems; Using standard formats or software functions to set up standards documents or format styles that can be retrieved as needed; Developing methods for automating reports, considering the interrelationships and multiple uses of the data, such as accident reports, preparation of performance standards and evaluations, and a variety of monthly, quarterly, and annual reports. GS-05 – Applicants must have 52 weeks experience at the next lower level in the normal career progression of the position being filled. When compared to Federal experience, this experience must be equivalent to at least the next lower grade level of GS-4. This experience may have been gained either in the Federal or Private sectors, demonstrating the knowledge, skills and abilities to successfully perform the duties of this position. Examples of specialized experience include:
1) Utilizing electronic record keeping systems and their varied capabilities to capture, retrieve, and report data;
2) Knowledge of the capabilities of general office automation software (E.g.: R-base, Access database, Excel spreadsheet, and word processing) to facilitate the technical and administrative needs of the office, experience such as developing, maintaining, retrieving, importing, and modifying data, documents, and reports;
3) Operating office equipment such as printers, plotters, modems, scanners, fax machines, or copiers.
4) Performing a variety of administrative functions such as sending/retrieving correspondence, answering phone calls, arranging conferences/ meetings, greeting and directing visitors and maintaining schedules;
Or
Completion of four years of education above high school level in any field for which high school graduation or the equivalent is the normal prerequisite.
Or
Possession of a combination of specialized experience and education as described above that equates to one year of experience. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement for GS-05 level equivalency. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. The percentage of the required education plus the percentage of the required experience equal 100 percent.
Education may be used to substitute for specialized experience.
For the GS-05 Grade Level : Completion of 4 academic years of post-high school education.
