Position Summary
The Emergency Assistance Program Finance Specialist will be responsible for the general financial oversight of private and U.S. government funded grants, grants financial reporting and closeouts, budget analysis, and enforcement of USG regulation expenditures for the Emergency Assistance Program liaising with the Freedom House Finance Department. This position is based in Washington DC and reports to the Director of EAP.
Minimum Qualifications
- Bachelors’ degree in political science, international relations, or related field
- Prior experience working with human rights defenders and/or civil society organizations at risk
- Experience encompassing A/P, general ledger, transaction analysis, budgeting, and account reconciliation, as well as monitoring sub-grants and ensuring partner compliance with funder rules and regulations
- Minimum 3 years of experience working with government funded programs
- Minimum 2 – 3 years of relevant experience in grants administration
- Familiarity with OMB Super Circular 2 CFR 200
- Familiarity with OMB Circulars A-110, A-122, and A-133 preferred
- Prior experience working with NGO accounting in a fast paced environment preferred
- Prior experience working with emergency or program support for human rights and democracy at a regional or international level
- Strong ability to communicate effectively in English, both verbally and in writing
- Ability to communicate effectively in a second relevant language (such as French) is preferred
- Basic knowledge of human rights principles and mechanisms and democracy promotion
- Proven ability to write effective proposals, reports, procedures, complete required forms, and maintain complete and accurate documentation
- Proven knowledge of USG funding regulations
- Ability to contribute to and participate in complex negotiations with bilateral and/or multilateral government agencies, other donors or relevant audiences
- Strong knowledge of financial management, and grants-related compliance requirements
- Mastery of MS Office Suite, and strong database and records management skills
- Ability to maintain the highest degree of confidentiality regarding all aspects of work at all times
Primary Duties and Responsibilities
- Review proposals and budgets to ensure full cost recovery and assist with preparation of budget amendments and revisions
- Assist with projects related to cost allocation methods, budget templates, grants compliance policies, etc.
- Monitor and analyze monthly grant expenditures, funding obligations and program budget projections
- Contribute to reporting to funders including the preparation of quarterly reports
- Review program payment requests, and sub-grant reports to ensure compliance with funder regulations and Freedom House policies and procedures
- Monitor compliance with program objectives, financial obligations, and reporting requirements as outlined in contracts and grant agreements
- Review and analyze approved budget vs. actual program status reports to ensure the accuracy of data
- Design and conduct staff grants compliance training
- Perform grants closeouts and monitoring
- Draft, review and oversee monitoring of sub-grants and related disbursements
- Maintain grants and budget tracking, update key information, and securely store data
- Assist in preparation of internal and donor audits
- Other related duties as assigned
