In partnership with the Centers for Disease Control and Prevention (CDC), ICAP will conduct population-based HIV impact assessments (PHIAs) in specific PEPFAR-supported countries. Each PHIA will define the status of the HIV epidemic in their country, guide global and local allocation of funding and resources based on evidence, and integrate capacity building of country stakeholders in the design, conduct, analysis, and use of PHIAs.
Reporting to the Senior Project Officer, the Program Officer provides implementation and operational support for awarded projects and activities in a variety of assigned countries. Primary responsibility is to provide advice to country teams when completing tasks that lead to sound program implementation, grants and operations management.

Major Accountabilities
- Assist in the overall management and implementation of research, training and technical assistance projects by supporting planning, monitoring and reporting processes.
- Assist in monitoring the progress of projects and activities towards the achievement of key objectives and deliverables, including identification of implementation challenges which may affect the quality of program performance.
- Contribute to the development of program planning and monitoring tools.
- Contribute to and coordinate the compilation of information for progress reports, lessons and innovations, and other program materials for internal and external communication.
- Facilitate planning and coordination of project-related technical assistance provided by ICAP units and external consultants in support of project implementation.
- Support the development of renewal/continuation applications and proposals for new awards.
- Prepare annual budgets in line with project workplans, and conduct periodic budget reviews and revisions when necessary.
- Review and monitor project expenditures in collaboration with headquarter and field finance staff.
- Support management of grant funds by coordinating development and submission of prior approval requests and other donor required forms and documents.
- Support management of consultants and sub-agreements by participating in the development and/or review of consultant and sub-agreement scope of work and budgets, and ensuring consultant and sub-agreements align with overall project objectives and budget.
Education
- Master’s Degree in public health, public administration or a related field, plus two years of related experience.
Experience, Skills & Minimum Required Qualifications
- Experience in the management and operational requirements of donor-supported public health or development projects.
- Excellent interpersonal, organizational, writing and verbal communication skills.
- Strong experience in the use of Microsoft office software programs including Excel spreadsheets.
- Coordinate response to donor inquiries regarding program activities.
- Perform other related duties, as assigned.
Experience, Skills & Preferred Qualifications
- Minimum two years’ experience working on research, training, or technical assistance projects related to public health or a health-related field.
- Experience in HIV or other health-related programming in developing country settings.
- Experience working with U.S. government-funded grants and contracts and knowledge of U.S. government rules and regulations.
- Proficiency in speaking, reading and writing in French or relevant indigenous local languages.
Travel Requirements
• Regular (up to 25%) international travel to field project sites.
