The Volunteer Services Practice area currently seeks an experienced program manager to assume management responsibilities for the Farmer to Farmer program for Middle East and North Africa. The Program Manager will support the practice area activities related to the China Volunteer Expert program, and engage in new business development efforts with a focus on volunteer technical assistance. The program manager will be based in the IESC Washington, DC headquarters with overseas travel required in pursuit of program objectives. The program manager will report to the Associate Vice President for Volunteer Services on a day-to-day basis.
Duties and Responsibilities:
The Volunteer Services Program Manager will be responsible for the home office management of programs assigned to the position, including:
- Provide home office support to the field.
- Ensure program deliverables are fulfilled and on schedule and that program activities are compliant with client agreements, government regulations and IESC policies and procedures.
- Serve as the key point of contact for the prime implementing organization.
- Develop recruitment strategies and lead activities related to the attraction, recruitment, and onboarding of volunteer experts assigned to the IESC Farmer to Farmer program.
- Responsible for program staffing including fielding short-term and long-term technical consulting assistance and volunteer projects experts.
- Responsible for monitoring program budgets on a monthly basis and managing utilization rates in accordance with IESC organizational benchmarks
- Process all program related expense reports, invoices and advances.
- Manage the monitoring and evaluation activities of Volunteer Services programs including contributing to program work plans, performance monitoring plans (PMPs) and quarterly, annual and other reports.
- Promote program success through the collection and distribution of success stories, case studies, photos and outreach at events.
- Manage program documentation and ensure information is captured in IESC systems.
- Attend and/or participate in informative events related to the subject matter or region of a program to network and learn information that could be valuable to program activities.
Business Development:
Under the direction of IESC Volunteer Services practice lead, the Program Manager will contribute to specific new business efforts with responsibilities to include:
- Engage in proactive new business development, such as developing concept notes and white papers that build on current IESC programs.
- In support of Practice Area Leader, conduct occasional new business trips prior to the release of anticipated procurements to gather information for the technical proposal, identify/meet potential local partners and potential local staff, etc.
- Support knowledge management within the practice including the capture and articulation of success stories, best practice and lessons learned.
Qualifications:
- B.A. required, M.B.A. or M.A. in International Affairs/Economics/Development or related field a plus.
- Experience with USAID programs required. Experience with other donor programs a plus.
- Minimum of five years of experience in international development.
- Experience managing international development programs from the headquarters of an NGO or contractor.
- Experience in new business development in international development.
- Strong budgeting and program finance experience.
- Ability to prioritize among multiple competing requests.
- Self-starter, detail-oriented, thorough and well organized.
- Excellent written and oral communication skills.
- Well-developed interpersonal skills.
- Fluency in English required.
- Fluency in other language preferred.
