SUMMARY:

The safety and security of all Counterpart staff and deployed dependents is Counterpart’s primary concern. Counterpart is committed to promoting a culture of safety and security which is not based on risk aversion but supports Counterpart’s institutional approach to safety and security by enhancing the well-being of staff that may be exposed to threats and danger while working with Counterpart. To fully support Counterpart’s security strategy and the safety and security department, Counterpart International is currently seeking a full time Security Officer who reports to the Director of Global Safety and Security. The position is based at Counterpart’s headquarters in Arlington Virginia.

DUTIES AND RESPONSIBILITIES:

• The Security Officer will work closley with the Director of Global Safety and Security (DGSS) to ensure safety and security compliance for all Counterpart operations and programs.

• The Security Officer will liaise, guide and work with Counterpart’s Country Directors, Chief of Parties, Security Managers and Safety and Security Focal Points in the field offices to address security needs and requirments in conjuction with the Director of Global Safety and Security and in accordance to the security policies.

• Constantly assess the security environment for all Counterpart programs and activities with external agencies UN, OSAC, government entities, police and commercial organizations and internal sources and advise the the Director of Global Safety and Security on potential impact to Counterpart programs globally.

• Improve the gathering and sharing of security information between Counterpart Head Quarters and all Counterpart field offices.

• Monitor and maintain essential safety & security databases: staff and safety & security training

• Implement a security training plan for all staff; develop and apply evaluation processes to determine that training requirements are met. Develop security briefing materials and ensure that all new employees, international or national, receive appropriate security orientation within 72 hours of arrival in the field.

• Regularly assess communications needs at post, ensure availability of appropriate communications technology, and update the emergency communication contact list; orient all staff to emergency communication procedures and technology; test the emergency communication system regularly, analyze results, and make appropriate revisions in consultation with the Director of Global Safety and Security.

• Conduct selected field assessments to strengthen Counterpart’s safety and security standards globally, utilizing Counterpart safety and security assessment tools.

• Ensure proper use of the security incident reporting system; apply the analytical framework to incident data.

• Attend external safety and security meetings as required. RequirementsBasic Requirements:

• Bachelors Degree in a related field and at least 7 years security experience required.

• At least two years of security management experience in international operations, military or police setting is required.

• Strong organizational skills and the ability to be flexible and work well under pressure in a fast-paced team environment.

• Strong written and communication skills required.

Preferred Requirements:

• 5+ years progressive non-profit work experience within international development sector preferred.

• Experience working in hostile environments preferred.

• Presentation skills, including power point and excel spreadsheets creation preferred.

• Ability to communicate in foreign languages including Spanish, French and Arabic highly desirable.
