JOB SUMMARY:
The Senior Clincal Advisor for FP and Maternal Health (MH) is a strategic position within the Strategy and Impact Division. The Advisor will be responsible for providing thought leadership in advancing right- based, state-of-the-art technical strategies in FP and Maternal Health programming. The Advisor is expected to bring strong analytical skills to identify gaps in the current system, processes, programmatic approaches and technologies in order to design strategic solutions using highly consultative approaches. The Advisor will represent EngenderHealth in high level forums and technical working groups, positioning EngenderHealth as thought leader in FP and MH. This position will be part of a team supporting the design and implementation of innovative, high impact technical strategies to advance quality results at all levels (policy, service delivery and community). This position holder will contribute conceptually to designing and leading rights-based, high impact FP and MH interventions. The Advisor should work closely with the Director for Knowledge Management, Monitoring, Evaluation and Research providing oversight to the generation, analysis, utilization and dissemination of evidence-based best practices and innovations. The advisor will work in partnership with other advisors at HQ and field levels to institutionalize new tools and packages. The position will be based at EngenderHealth headquarters in New York City or in our Washington DC office.
RESPONSIBILITIES:
· Provide strategic direction regarding rights-based, state-of- the art technical strategies in FP and Maternal Health programming including identification of emerging new clinical/medical technologies, approaches and systems that may be adapted within FP/MH service delivery systems to improve the quality, access, and use of FP/MH services, and guide the introduction of these within EngenderHealth activities.
· Drive the establishment and strengthening of effective and efficient systems and processes for ensuring the technical quality of all FP/MH projects/programs and ensure adherence to technical standards in support of high quality, high impact results consistently.
· Synthesize and disseminate lessons learned, innovations and best practices in the area of medical quality assurance, training, technical assistance and new medical technologies and approaches that should be expanded and diffused.
· Engage in higher level technical discussions with academia, donors, and partners, and represent EngenderHealth as thought leader in major partnership forums, meetings and conferences.
· Facilitate the establishment of effective capacity building models to provide need-based technical assistance support to field teams while strengthening the local capacity for sustainable programming.
· Contribute to a global body of knowledge by working closely with the Director, Knowledge Management, monitoring, evaluation and research to generate the evidence base to support critical policy, strategy and programmatic decisions.
· Contribute to new business development including leading technical designs of proposals, and writing concept papers. Participate in donor outreach strategies for the organization in coordination with External Relations team.
· Engage in operational research to assess the effectiveness and efficiency of existing programs and design new programs that promotes the mission and vision of EngenderHealth. Write technical briefs and contribute articles for peer-reviewed journals.
· Build strong, supportive relations and coordinate efforts with clinical and technical advisors, program management staff as well as field staff to support harmonized and integrated responses to field level requests.
· Possibly manage and supervise up to 5 staff members as assigned.
· Perform other duties as assigned.
EDUCATION, EXPERIENCE & CERTIFICATIONS:
- A medical doctor, preferably with specialization in obstetrics/gynecology and a Master’s degree in public health or related discipline; or a midwife with Master’s degree in public health or related discipline; or PhD in public health related discipline.
- Specialization in reproductive health, family planning or maternal health
- Ten or more years’ experience as senior medical /technical expert and as thought-leader in FP and MH field.
- At least ten years of experience and demonstrated technical leadership and management working with USAID or with USAID-funded projects in RH/FP and MH areas in developing countries.
KNOWLEDGE, SKILLS AND ABILITIES:
· Passion for advancing women’s health and women’s empowerment and a strong commitment to the mission and future of EngenderHealth.
· Deep experience of leading technical designs, quality assurance frameworks and standards and creating effective technical assistance models in FP and MH.
· Exceptional analytical and problem-solving skills with a strong results-oriented focus.
· Regional level and multi-country experiences are highly-preferred.
· Proven leadership working with other technical experts, advisors from the public, private, and NGO sectors
· Superior communication skills: interpersonal, written, presentation and facilitation skills Experience in cultivating strategic partnerships at all levels.
· Demonstrated ability to work in a team environment and to thrive in a fast-paced environment.
· Knowledge of monitoring and evaluation of FP/MH programs. Demonstrated experience of applying evidence-based approaches to enhance quality and impact of programming.
· Willingness and ability to travel internationally up to 50% of level of effort.
· Fluency in English required and at least one foreign language (French) preferred.
