The City of Visalia’s Community Development Department is recruiting for an hourly employee to assist the Housing Division. This position will work approximately 20 hours per week Monday-Friday. Position open until filled.
Examples of Duties:
The Housing Assistant will perform a variety of responsible and complex clerical, secretarial and administrative duties. The Housing Assistant will report directly to the City’s Housing Specialist and assist with day-to day tasks to ensure compliance with all contractual guidelines.
An example of specific duties would include:
1. Support to the Housing Division in the implementation and monitoring of the City’s Affordable Housing Projects and Programs. This will include:
a. Assist in coordinating meetings and education workshops that pertain to the U.S. Department of Housing and Urban Development (HUD) funded projects and programs.
b. Interface with various City Departments, non-profit agencies, local realtors and lenders, title companies, loan servicing agency, local non-profit partners, and new and existing borrowers in relation to loans
c. Participate in research and policy development, including, but not limited to preparing and updating loan policies, monitoring plans, as needed.
d. Coordinate and meet with Loan Committee to review borrower requests, policy changes, and/or other necessary actions.
e. Process purchase orders, contracts and invoices
f. Assist in publications
g. Draft letters on behalf of the Department as requested
2. Coordinate and monitor the processing of loans, extension, modification, collection, foreclosure, short sale and deferral agreements and any other documentation as necessary.
a. Follow up on documentation exceptions and/or any outstanding items such as financial statements or evidence of insurance. Extension, Modification, and Deferral Agreements, loans in default, which includes delinquent taxes, expired insurance, delinquent payments, non-compliant owner occupancy rules
b. Resolve loans with vacancy, deceased borrower(s), trusts or transfer of ownership, which requires additional research and coordination with the City Attorney, loan servicing agency, and other service agencies.
c. Work with loan servicing agency to complete loan modifications, re-certifications, collection and foreclosure processing conforming with lending and collection regulations
d. Loan analysis
e. Monitor loan activities and prepare necessary reports by reconciling repayments, (loan tracking reports to general ledger (loan servicing) reports)
f. Set-up and maintain loan records of new and existing loans with loan servicing agency
g. Review payoff statements including calculating interest due on loans and preparing demand statements.
h. Work with supervision in reviewing financial statements
3. Assisting with monitoring Affordable Rental Housing Projects
a. Assist in conducting on- site monitoring visits
b. Review income documentation of tenants to confirm meeting income requirements for funding source utilized.
c. Collect HUD required data
4. Identify, pull and prepare files for storage and destruction as follows:
a. Pull working loan and project files and prepare for storage.
b. Pull stored files, paid in full loan files and working project files (as per Housing Staff direction and Destruction Policy) and prepare record contents for destruction as per policy’s established.
c. Data Entry and maintenance, pertaining to project file maintenance, destruction documentation, taxes, insurance, loan repayment and other monthly data tracking as assigned.
5. Administrative duties, correspondence and other duties as assigned.
Qualifications / Requirements:
DESIRED QUALIFICATIONS:
Knowledge of basic administrative operations, services and activities of housing programs; principles and practices used establishing and maintaining files; correct English usage, grammar, spelling and punctuation, methods and techniques of effective customer service. Modern office methods, procedures and equipment, business letter writing, organization and recordkeeping principles and procedures, mathematical principles, loan underwriting, processing, monitoring and counseling are required. Computer application experience and usage including word-processing and spreadsheets.
Ability to determine incomplete, inaccurate, or missing information; follow set processes and maintain consistent standard of quality; problem solve; understand and apply applicable federal, state and local laws and regulations as they apply to Community Development Block Grant (CDBG) and HOME Investment Partnership funded projects and programs. Determine client eligibility for housing programs; facilitate loan review committee meetings; process lending documentation, including recordation of loan documents.
REQUIREMENTS:
Requires high school diploma supplemented by at least three (3) years of progressively responsible experience in an administrative support function – preferably in support of housing programs with specific experience in mortgage loan underwriting, loan processing and loan counseling or an equivalent combination of training and experience that provides the required knowledge, skills and abilities. Bilingual/Spanish a plus.
