SUMMARY:


Counterpart International is seeking a Finance & Grants Manager for the Civil Society Innovation Initiative Incubate Project (CSII Incubate), a strategic initiative supported by multiple donors, including USAID. This is a full-time, two-year term position based in the Washington DC Metro area. The global donor and implementation team for the initiative is decentralized, operating from at least five countries.


CSII Incubate’s primary objective is to serve as a demand-driven technical and resource lab for six regional CSII Hubs, currently being planned, with an anticipated launch throughout 2016. In addition, the initiative will establish and operationalize the global infrastructure for the CSII Hubs network, including its convening, communications, learning, innovation, and impact scaling architecture and resources, in collaboration with and as envisioned by regional CSII Hubs.


The initiative, which has reached the incubation phase through a year-long global co-creation/design process, operates based on a human-centered design and social innovation methodologies. As such, the nature of the work over the next two years will adhere to similar principles. The core team will work in a highly collaborative, fast-paced, and iterative manner, within a flat management structure.


Under the direction of the project Director and in coordination with Counterpart’s finance staff, the Finance & Grants Manager will be responsible for all contract, grant, financial, and administrative oversight of the project. This may include issuing and overseeing grants and subgrants, preparing financial reports and documents, and developing compliance and administrative policies. The ideal candidate should have a higher degree in finance or accounting. If the candidate has a master’s degree, he/she should also have 8+ years of experience working with grants and financial systems, of which at least 3 years should be with a government-funded international development program. If the candidate has a bachelor’s degree he/she should also have 10+ years of experience working with grants and financial systems, of which at least 3 years should be with a government-funded international development program.


DUTIES AND RESPONSIBILITIES:


Through close collaboration with the Director, the Finance & Grants Manager will:


• Supervise project finances to ensure efficient and effective operations.


• Oversee the full lifecycle of the grant-making process and ensure that subgrants meet program objectives and design.


• Ensure that donor rules and regulations for all grant, finance, and administrative procedures are followed.


• Prepare financial reports for internal and donor audiences.


• Create and monitor budgets, prepare periodic budget projections, and brief project staff and management.


• Manage and oversee internal controls, cash distribution systems and accounting for cash disbursements, bank operations, and external audits.


• Oversee all financial transactions and recording.


• Oversee the procurement of goods in compliance with Counterpart and donor rules and regulations.


• Possible travel to monitor grants and awards and provide support to subgrantees.


• Other duties as assigned.


QUALIFICATIONS:


Required


• Master’s Degree (or equivalent) in finance/accounting and a minimum of 8 years of experience working with grants and financial systems, of which at least 3 years should be with a government-funded international development program; or Bachelor’s Degree (or equivalent) in finance/accounting and a minimum of 10 years of experience working with grants and financial systems, of which at least 3 years should be with a government-funded international development program. • Solid computer skills in Microsoft Word, Microsoft Excel, and QuickBooks software required.


Preferred:


• 2 years of experience working internationally in a field office performing finance and grants assistance for a USAID funded program preferred.
