SUMMARY:


Counterpart International is currently seeking a Program Officer to assist with the Civil Society Innovation Initiative Incubate Project (CSII Incubate), a strategic initiative supported by multiple donors, including USAID. This is a full-time, two-year term position based in the Washington DC Metro area. The global donor and implementation team for the initiative is decentralized, operating from at least five countries.


CSII Incubate’s primary objective is to serve as a demand-driven technical and resource lab for six regional CSII Hubs, currently being planned, with an anticipated launch throughout 2016. In addition, the initiative will establish and operationalize the global infrastructure for the CSII Hubs network, including its convening, communications, learning, innovation, and impact scaling architecture and resources, in collaboration with and as envisioned by regional CSII Hubs.


The initiative, which has reached the incubation phase through a year-long global co-creation/design process, operates based on a human-centered design and social innovation methodologies. As such, the nature of the work over the next two years will adhere to similar principles. The core team will work in a highly collaborative, fast-paced, and iterative manner, within a flat management structure. Team members are expected to be forward thinking, entrepreneurial, and inquisitive; they should also feel comfortable and be confident in navigating through a high degree of ambiguity, to create the most responsive systems and products for this global effort.


The team leads for this position are the Regional Director of Programs and Sr. Innovation Advisor.


DUTIES AND RESPONSIBILITIES:


Technical Focus: Organizational Development and Capacity Development 60%


• Capacity building of a regional cohort of CSO leaders in organizational and leadership skills.


• Preparation of learning modules, online trainings, reference guides and other materials to serve as a toolkit to support hub design.


• Provide support and guidance on social innovation for the hubs.


• Oversee the social inclusion and gender component of the program.


• Works closely with the hub design consultants.


• Conducts research and analysis for knowledge management activities.


• Capture learning and perform project historian function.


Project Management Support 30%


• Provide project implementation support, including:


• Program support and backstopping to assigned regional hub champions


• Event planning/execution and logistics management


• Financial management and reporting, in collaboration with other teams and units


• Reporting and preparation of deliverables, including reports, overviews etc.


• Assists with the review of program work plans and performance monitoring and evaluation plans.


• Procure services and manage vendors, including development and oversight on scopes of work, agreements etc.


• Grant management and milestone tracking


• Monitoring and evaluation


Other: 10%

QUALIFICATIONS:


Required


• Bachelor’s degree in Liberal Arts (ex. International Relations, International Development, Political Science, Business, Communications), plus a minimum of five years of relevant experience or equivalent combination of education and experience.


• Strong written and verbal communication skills required.


• At least 2 years of demonstrated professional social media experience on multiple platforms (candidates will be requested to submit samples of work) required.


• Familiarity with virtual community management, social media engagement required.


• Proficiency in visual/graphic design and content management required.


• Ability to multi-task and work under pressure with attention to detail required.


• Ability to work creatively and problem solve in fluid situations required.


• Ability to work in multi-cultural and lingual settings required.


• Strong interpersonal skills required.


• Strong internet and computer software skills, including MS Office Suite program/Office 365, Google Apps, and web-based research tools required.


• Ability and availability to travel up to 30% domestically and internationally (includes remote and difficult locations) required.


Preferred:


• Four (4) years of practical experience in implementing international relief or development programs, including 3 years of experience backstopping USAID funded programs preferred.


• Experience in online visual design platforms, including Piktochart, Visua.ly etc, and design suites such as Adobe CS strongly preferred.


• Language skills in Spanish, French, Arabic, and/or Russian preferred.


Master Degree preferred
