Purpose of the Position
This Adolescent Development Specialist in Adolescent Development and Participation (ADAP) is the section’s focal point on field engagement and focuses on technical assistance and other support to Regional Offices (RO) and Country Offices (CO). This support includes resource mobilization, capacity building and knowledge management.
Key Expected Results
1.Facilitate the provision of the technical excellence in ADAP programme implementation.
Coordination and technical assistance for country programme implementation as part of multi-country projects. Country travel as needed to support implementation. Coordination of multi-country meetings and workshops. Assist countries in reporting and responding to communication needs. Lead on reporting (required for donors, management, annual reports, etc.). Facilitate the implementation of the ADAP Programme Guidance document with priority countries, as well as the Adolescent Scorecard. Provide technical assistance as needed to country offices in adaptations of the guidance document; support multi-sectoral programming in country offices as per guidance document.
2.Capacity building and knowledge management
Coordinate within the section and across the sectors, including with Division of Human Resources (DHR) to develop the capacity of sectoral staff in programming for and with adolescents. As part of the capacity building, oversee website content (external and intranet) and newsletters (i.e. e-bulletins), and other capacity building activities (i.e. webinars, seminars and section meetings). Build capacity in guidance document implementation. Keep abreast of latest knowledge on adolescents, evidence, programming and policy. Enhance systems for knowledge management using organization supported tool and online platforms. Coordinate knowledge platforms, global (Matrix Group) and regional, to link with programmatic dashboard and tracking of results.
3.Resource mobilization and advocacy
Coordinate and support partnerships to strengthen visibility and funding. Coordinate with Public Partnership Division (PPD), Private Fundraising and Partnerships (PFP) and National Committees on implementation and advocacy. Coordinate and support strategies that focus on advocacy and partnerships. Support fundraising, writing proposals and creating adolescent-related pitch for donors. Liaising between regional offices, PFP, PPD and the Programmes Division (PD) Matrix Group to support regional initiatives for funds and advocacy.
4.Managerial and Planning Support
Coordinate multi-country projects and provide support to countries to ensure that a monitoring and evaluation system is in place to generate evidence on the impact of the programme interventions. Participate in major monitoring and evaluation exercises and support the documentation of good lessons learned. Plan and monitor of use of resources of multi country projects verifying compliance with donor commitments and standards of accountability and integrity.
Qualifications of Successful Candidate
-An advanced degree in social sciences with a technical focus in the areas of education, human rights, and/or international development.
-At least eight years of solid relevant work experience at the national and international levels in programme planning, management, monitoring and evaluation in a related field (adolescent or youth development, gender and development, child protection, education), with emphasis on working for and with young people, programme guidance, technical support, networking and partnerships.
-Fluency in English is required. Knowledge of a second UN language (i.e. Arabic, Chinese, French, Russian, Spanish) is considered an asset.
