Description:
Food and Nutrition Technical Assistance III (FANTA) improves nutrition and food security policy, strategy and programming, and provides technical support to USAID and its partners, including host country governments, international organizations and NGO implementing partners. Focus areas for technical assistance include maternal and child health and nutrition, HIV and other infectious diseases, community-based nutrition programs and interventions, food security and livelihood strengthening, and emergency and reconstruction. FANTA develops and adapts approaches to support the design and quality implementation of field programs, while building on field experience to improve and expand the evidence base, methods, and global standards for nutrition and food security programming. The project, funded by USAID, is a five-year cooperative agreement.
Job Summary / Responsibilities:
The Contracts Specialist II (CS II) will report to the Project Operations Manager and is a member of the FANTA operations team who will work in partnership with FHI 360 Contracts Management Services (CMS) and other FHI 360 units to efficiently operate and maintain the FANTA sub-award portfolio. The CS II will also be responsible for helping to promote smooth contractual operations, fostering and enhancing operations management, and contracts and procurement capacity within FANTA.
- Manage FANTA’s sub-award portfolio to ensure all FANTA’s awards are executed according to federal rules and regulations and FHI 360’s policies and procedures.
- Work closely with FANTA technical staff, FHI 360 CMS and other FHI 360 units to execute all FANTA’s sub-awards, resolving contract and procurement issues and ensuring that proper and timely contracts guidance is received and applied consistently across FANTA activities.
- Assist FANTA technical staff with developing sub-award scopes of work (SOW) and budgets, and Request for Proposals (RFPs) to ensure compliance with FHI 360 policies and procedures governing the execution of sub-awards. Suggest alternative courses of actions, when needed, to secure timely implementation of work outsourced to third parties.
- Lead all pre-award assessments and all activities related to the issuance of sub-awards to outside partners.
- Manage all the sub-awards’ financial activities, including processing of invoices and other financial reporting, ensuring timely approvals and processing. Work closely with the FHI 360 accounting team to ensure timely payments of invoices.
- Maintain the FANTA sub-award tracker and produce FANTA sub-award reports. Ensure that ongoing sub-award modifications and updates are promptly recorded.
- Manage the cost-share requirements for all FANTA’s partners and work closely with the FANTA finance team to ensure that cost share targets are met and are in compliance with requirements. Manage all sub-award modifications, including extensions, and close-out and assist technical staff in coordinating with sub-award partners and FHI 360 to ensure company close-out protocol is followed.
- Coordinate with FHI 360 Country Office staff, FANTA field staff and CMS team to ensure the proper processes are followed in the execution and management of field based sub-awards.
- Work with FANTA technical staff and CMS in the preparation of documents needed for USAID approvals related to the outsourcing of FANTA’s technical work, waivers, acquisition of property and other restricted commodities and services under FANTA’s cooperative agreement.
- Work with FANTA Operations staff to ensure that property purchased by FANTA’s sub-recipients is properly recorded in FANTA inventory tracker and in the final disposition plans.
- Provide guidance to staff, including field staff, on the procurement of goods and services via purchase orders and other purchasing mechanisms. Ensure that purchasing actions are implemented in full compliance with FANTA cooperative agreement and USAID rules and regulations.
- Contribute to enhancing and updating of FANTA contractual processes ensuring that staff receive adequate orientation, ongoing training and updates to USG and FHI 360 rules, regulations, policies and procedures affecting FANTA.
- Collaborate with technical staff and program officers in recruitment, hiring, and fielding of consultants as needed.
- Oversee the close-out of all FANTA’s sub-awards and the FANTA III project. Work closely with partners and technical monitors to ensure full and timely compliance with sub-awards close-out regulations and other FHI360/USAID requirements.
- May be responsible for supervising staff.
Qualifications:
- Bachelor’s Degree or its international equivilant in Business Administration or Management, Legal Studies or related field preferred.
- Minimum of 4 years’ professional work experience with a least 2 years in a contracting position either in the Federal Government or a Non-governmental Organization (NGO)
- Advanced (above intermediate) knowledge of donor (USG and non-USG) rules and regulations applicable to sponsored projects.
- Advanced understanding of contracting concepts and principles.
- Expertise in USG acquisition and assistance processes.
- Experience working in a not-for-profit or non-governmental organization.
- Experience working with international donors.
- Effective oral and written communication skills. Must be proficient in English. Fluency in a foreign language is desired.
- Strong organizational skills and project management skills.
- Experience managing a variety of activities and ability to pay close attention to detail.
- Proficiency in word processing, spreadsheets, and internet capabilities.
- Ability to work independently and prioritize tasks.
- Ability to interact professionally in culturally diverse settings.
- Ability to research and interpret information to respond to inquiries.
