The Monitoring, Evaluation & Learning team seeks an Evaluation Officer to work as part of a small, DC-based team to support the Institute in building a strong body of evidence for the quality and impact of its democracy and governance programming overseas. Under the guidance of the Director, the Evaluation Officer will a) support the implementation of internal evaluations for institutional learning; b) guide regional staff in preparing for external evaluations; and c) create and/or finalize tools and guidelines for monitoring and evaluating democracy assistance programs.
Essential Duties and Responsibilities
- Supporting the piloting of innovative evaluation methodologies.
- Supporting quantitative and qualitative analysis and visualization of data.
- Developing tools and guidelines for preparing for external evaluations.
- Guiding regional staff in the development of statements of work (SOW) for external evaluations.
- Supporting regional staff in the design of complex democracy assistance programs using the logical framework approach (LFA).
- Guiding regional staff in the development of key M&E documents (logical frameworks, performance monitoring plans, M&E narratives, etc.) for compliance with donor requirements.
Coordinating MEL projects, including monitoring budgets, measuring project performance, and drafting reports.Education and/or Experience
Bachelor’s degree in Social Science or research related subject, such as Data Analytics; graduate degree preferred.
A minimum of four (4) years relevant work experience in monitoring and/or evaluating international development programs, community organizing, political campaigns and/or organizational development.
Additional years of relevant work experience may be substituted for educational requirement on a one-for-one basis.
Demonstrated experience in quantitative and qualitative data analysis and visualization.
Experience in designing, implementing and analyzing survey research.
Experience in social network analysis surveys (SNA).
Experience in training program staff and/or partners in performance monitoring and reporting.
Living or working experience outside the U.S. for a least a year preferred.Required Skills and Abilities
Demonstrated knowledge and/or competency in one or more areas of NDI’s functional programs and familiarity of the political environment in at least one of NDI’s regional areas.
Strong problem-solving and critical thinking skills. Ability to analyze political work, define democracy and governance problems; Ability to collect, verify and analyze data; draw evidence-based conclusions, and the ability to think innovatively.
Demonstrated skills in quantitative data collection and analysis, preferably as part of a mixed-methods approach to evaluation; some qualitative analysis experience a plus..
Excellent data visualization skills.
High level of interpersonal skills and cultural sensitivity to effectively interact with all levels of staff, U.S. and foreign government personnel, members of donor organizations, funders and policy makers.
Excellent oral communications skills to effectively present information, respond to questions.
Exceptional writing skills to effectively create clear and concise reports, strategies and/or guidelines.
Foreign language ability applicable to one of the regions where NDI works, French, Arabic and/or Spanish preferred.
Skills using SPSS, SAS, STATA or other statistical software.
Skills using NodeXL, UCINET, or other software for Social Network Analysis preferred; Experience in using Nvivo a plus.
Working knowledge of PC-based word processing and spreadsheet applications.
Experience with Google Apps (Gmail, Calendar, Google Drive, G+, etc.) strongly desired.
Working knowledge of basic budget and accounting procedures.
Ability and willingness to travel to regional locations, which are often remote and difficult to reach.Comments:
