SUMMARY:
Counterpart International is seeking Short Term Technical Assistance (STTA) with Grants Management to assist the Civil Society Innovation Initiative Incubate Project (CSII Incubate) by training and building the capacity of the CSII Grants and Finance Manager and project team to plan, organize, and administer contracts and grants.
CSII is a strategic initiative supported by multiple donors, including USAID. The global donor and implementation team for the initiative is decentralized, operating from at least five countries and across multiple time zones. CSII Incubate’s primary objective is to serve as a demand-driven technical and resource lab for six regional CSII Hubs, currently being planned, with an anticipated launch throughout 2016. In addition, the initiative will establish and operationalize the global infrastructure for the CSII Hubs network, including its convening, communications, learning, innovation, and impact scaling architecture and resources, in collaboration with and as envisioned by regional CSII Hubs.
The initiative, which has reached the incubation phase through a year-long global co-creation/design process, operates based on a human-centered design and social innovation methodologies. As such, the nature of the work over the next two years will adhere to similar principles. The core team will work in a highly collaborative, fast-paced, and iterative manner, within a flat management structure.
Under the direction of the project Director and in coordination with Counterpart’s finance, grants, and contracts staff, the STTA will train and build the capacity of the CSII project team and support all contract, grant, financial, and administrative needs of the project. This may include issuing and overseeing grants and subgrants, preparing financial reports and documents, and developing compliance and administrative policies. If the candidate has a master’s degree, he/she should also have 8+ years of experience working with grants and financial systems, of which at least 3 years should include substantial experience in subgrant management. If the candidate has a bachelor’s degree he/she should also have 10+ years of experience working with grants and financial systems, of which at least 3 years should include substantial experience in subgrant management.
DUTIES AND RESPONSIBILITIES:
Through close collaboration with the Director, the STTA will train and build the capacity of the CSII Grants and Finance Manager and the project team to plan, organize, and administer contracts and grants by:
• Assisting in the organization, preparation, and implementation of contracts and grants.
• Ensuring that systems are in place for subgrantees to have programmatic and financial information available to implement their project in line with Counterpart policies and procedures.
• Ensuring procurement packages and paperwork are reviewed for compliance, completeness, and overall adherence to programmatic objectives and are fully-reviewed and vetted for submission to HQ for review and approval.
• Assisting with the full lifecycle of the grant-making process including preparation of RFAs, review of selection paperwork and packages, and cost evaluations and ensuring that subgrants meet program objectives and design.
• Ensuring that donor rules and regulations for all grant, finance, and administrative procedures are followed.
• Assisting with the procurement of goods in compliance with Counterpart and donor rules and regulations.
Additional responsibilities may include:
• Assist in reviewing project finances to ensure efficient and effective operations.
• Assist with creation and monitoring of budgets, preparing periodic budget projections, and briefing project staff and management.
• Assist in developing internal controls, cash distribution systems and accounting for cash disbursements, bank operations, and external audits.
• Assist in reviewing financial transactions and recording.
• Other duties as assigned.
RequirementsQUALIFICATIONS:
• Master’s Degree (or equivalent) and a minimum of 8 years of experience working with grants and financial systems, of which at least 3 years should include substantial experience in subgrant management in a government-funded international development program (required); or Bachelor’s Degree (or equivalent) and a minimum of 10 years of experience working with grants and financial systems, of which at least 3 years should include substantial experience in subgrant management in a government-funded international development program (required).
• 2 years of experience working internationally in a field office performing finance and grants assistance for a USAID funded program preferred.
• Solid computer skills in Microsoft Word, Microsoft Excel, and QuickBooks software required.
