The National Cooperative Business Association CLUSA International (NCBA CLUSA) is the trade association for cooperative businesses in the United States and an international development organization. NCBA CLUSA provides cross-sector education, technical assistance, and advocacy that helps co-ops thrive. In the last 60 years, NCBA CLUSA has worked in over 100 countries in the areas of food security, agricultural development, strengthening of communities and farmer organizations, community-based health, natural resources management, and empowerment of smallholder farmers, women, and youth. We currently work in 17 countries in Africa, Latin America, and Asia.
NCBA CLUSA is currently seeking a Program Manager (PM) for all home office management and support activities to the field required for the successful implementation of NCBA CLUSA projects in their portfolio within the Latin America Unit located in Washington DC headquarters. The PM will ensure that the field-based Country Director (CD) or Chief of Party (COP), the Regional Director, Senior Program Manager (SPM) and other senior staff receive all necessary support for project implementation. The PM is responsible for reviewing programmatic and financial documentation submitted from project staff, responding to requests from projects or donors, and maintaining up-to-date programmatic and financial knowledge of projects. Furthermore, the PM is responsible for analyzing and processing project data, and recommending courses of action based on specific project experience and compliance with NCBA CLUSA and donor regulations. The PM will also participate in new program development when required. The PM provides input to the Program Associate’s and the Project Accountant’s work direction and works closely with the Regional Director and Senior Program Manager, to ensure that all contractual and financial matters are dealt with in an efficient and timely manner.
ESSENTIAL AREAS OF RESPONSIBILITY:
- Maintains up-to-date knowledge of all programmatic and financial aspects of assigned projects and is a principle representative on behalf of the project in Washington, and represents HQ policies and guidance to the field-based project staff;
- Reviews, analyzes, and edits periodic progress reports, annual work plans, assessments, and evaluations prepared in the field; ensures that all relevant data from the project is aggregated into the HQ data systems and identifies issues and concerns related to any technical/programmatic issues that could jeopardize project implementation and/or achievement of objectives also raises identified issues with the Regional Director, Senior Program Manager, and local project lead, and provides assessment and recommendations;
- Participates in proposal development, when needed/time permitting, including researching possible sources of funding and new programs;
- Reviews and analyzes monthly financial reports prepared in the Field and/or by the Program Accountant and takes steps necessary to ensure that sufficient funds are available for continued program operation;
- Develops and monitors annual country/project budgets and has oversight responsibility for the budget, ensures line item integrity of the budget, monitors levels of spending, obligation requirements, prepares donor requests for additional funding and obligation increases;
- Prepares pipeline production and analyses that contain assumptions, recommendations, and/or required actions for the RD, SPM, and COP/CD and regularly reviews and updates project budget and pipeline with supervising SPM;
- Ensures compliance with contract provisions and application of USAID and other USG regulations, and other foundation and foreign donor requirements, monitors partner compliance with subcontracts and sub agreements, identifies actual and potential issues and concerns, informs COP/CD and/or RD/SPM of any potential issues and provides analysis and recommendations, works with RD, SPM, and COP/CD to determine best strategies for resolving issues;
- Reviews, analyzes, and processes contracts and agreements related to projects of assignment, initiates periodic program contract amendments including changes in program deliverables, resource allocation, budgetary adjustments, and level of effort;
- Ensures that technical proposals and budgets for supplemental funding are complete, correct, and in the appropriate format, informing and coordinating with SPM, RD, and BD team on any incoming funding opportunities, circulates for review and approval by appropriate program and financial staff; provides synopsis, assessment, and recommendations to relevant financial and programmatic staff;
- Drafts, administers, and monitors project subcontracts and sub agreements, guided by NCBA CLUSA policies and procedures and the requirements of the Prime Contract/Agreement, as determined by the RD and the SPM. This will include drafting and negotiating scopes-of-work and required qualifications; conducting technical briefings, and reviewing invoices, and expenditure tracking;
- Initiates the procurement of project equipment and ensures inventory control procedures are in place in conformance with USG and NCBA CLUSA policies and procedures, reviews invoices and expenses; monitors the program to ensure that the field management and administrative systems are effectively supporting field and HQ operations, identifies actual or potential problems, informs the SPM, RD, and/or COP/CD with assessment and recommended course of action;
- Reviews and/or provides content for periodic reports or summaries covering the technical status of the program, project profile updates, writes articles for the Cooperative Business Journal, the NCBA CLUSA web site, and other publications;
- Participates in regular program/finance reviews to be attended by appropriate program and finance staff;
- As required and/or requested, travels to the field to provide support to the COP/CD, train other field-based admin staff, resolve outstanding issues.
SUCCESSFUL CANDIDATES WILL HAVE THE FOLLOWING QUALIFICATIONS:
- Bachelor’s degree in International Development or related field required, Master’s Degree preferred;
- Minimum 6 years’ of experience working on a development project in a management capacity, preferably including field experience in Latin America;
- Strong financial management skills, including demonstrated experience reviewing and creating project budgets, pipelines and financial reports;
- Experience with USG Rules and Regulations, and other donor compliance familiarity;
- Excellent time management and organizational skills as well as the ability to work on multiple projects simultaneously
- Demonstrated strong oral and written communication skills, including experience drafting program reports;
- Strong knowledge of Microsoft Office applications and the ability to learn new software programs quickly;
- Experience being a team player and working under pressure to tight deadlines in a highly effective and collegial manner;
- Fluency in Spanish or Portuguese required;
- Ability and willingness to travel to Mozambique and Latin American countries on an as needed basis.
