CARE is seeking a Food Security Program Officer (FSPO) to provide on-going support to Food for Peace (FFP) programs on Program, Grant, Cash, Voucher and Commodity Management. The FSPO will be responsible for key operational coordination; assistance with quality completion of program deliverables, knowledge management areas for the CARE FFP Development Food Assistance Projects (DFAP), as well as provide communications support to other FFP related issues. She/he will also work closely with the Emergency Humanitarian Assistance Team to ensure that both chronic and acute issues are being considered as part of our relationship with USAID.
The FSPO will be part of the Food and Nutrition Security team of CARE USA, reporting directly to the Director of Food Security.
Responsibilities
- Support existing Food for Peace programs in terms of administrative, programmatic, reporting and call forward support;
- Assist with reviewing PREPs, quarterly and annual reports in coordinate with the Director of Food Security and relevant country office staff;
- Work with the Country Office (CO) and Director of Food Security to coordinate the development and negotiation of agreements, sub-grants with partners;
- Maintain records, documents and budgets needed to meet organizational compliance requirements, and ensure that relevant CO staff do the same;
- Coordinate with the Director of Food Security to liaise with key contacts within and outside the organization, including USAID/DC and external partner NGOs and the Technical and Operational Performance Support (TOPS) initiative and other similar projects;
- Assist the Director of Food Security as required in providing leadership support to CARE country offices and FNS with respect to FFP and TOPS grant submissions and ongoing Title II projects, to monitor, evaluate and analyze FFP portfolio within FNS;
- In coordination with the Director of Food Security, capture knowledge and share all aspects of information regarding FFP programming to CARE CO’s;
- Assist FNS team as needed in promoting FFP programs and the overall FNS strategy, acting as a point of contact for information regarding food security aspects within FNS;
- Liaise with FNS Senior Technical Advisor for M&E as needed to review FFP PREPs, Annual and Quarterly Reports as appropriate;
- Engage CARE FNS and other relevant CARE Technical Advisors to support FFP program staff in completing key technical deliverables.
Qualifications
- Bachelor’s Degree (Master’s preferred) in Food Security, Agriculture, Nutrition, Anthropology, or a related field;
- Combination of work, study, and volunteer experiences that has included responsibility for development activities;
- Knowledge of international development issues;
- 2 years’ experience working in international development, especially USAID development or relief programs desired;
- Experience with and understanding of Food and Nutrition Security programs and concepts;
- Ability to function in complex, changing environments, and to manage and work with diverse groups;
- Ability to communicate effectively in verbal and written formats;
- Proficiency in both verbal and written communication in English and French required.
