United States of America: Program Officer, Training and Education


POSITION SUMMARY:


Working under the direction of the Director of the Clinical and Training Unit and the Director for Health Systems Strategies, the Program Officer, Training and Education develops and coordinates training and technical assistance activities, with a focus on global health research training programs. The Program Officer will support the development of needs assessments and workplans; design, develop, and/or adapt training materials and tools; implement and coordinate training logistics, activities, and evaluations; and provide hands-on support for hybrid online and distance education activities.


This position is grant funded.


MAJOR ACCOUNTABILITIES:


  • Serves as the primary point of coordination within ICAP New York for all matters related to student global health training activities

  • Supports the design of relevant training curricula, including the development of learning objectives and course structure, course content and evaluation strategies

  • Liaises with technical experts to facilitate module development and schedule lectures

  • Coordinates training and technical assistance activities, including assisting with the development and management of training workplans, convening and documenting regular meetings and calls, organizing and disseminating training materials and resources, collecting and analyzing evaluation data, and tracking correspondence, contracts, and payment information

  • Leads the implementation of hybrid online and distance training activities, including identification of appropriate technologies, training of students/participants on the use of web-based platforms and other related technology, provision of technical assistance and management of course content across multiple platforms

  • Supports the development, preparation, production, and adaption of training materials (competencies, curricula, lesson plans, slide sets, case studies, etc.)

  • Provides administrative and logistics support for on-site training and distance education projects, including assisting with logistics, meeting planning, travel, and telecommunications

  • Documents training activities and produces reports, notes, and minutes reflecting these activities and their impact

  • Liaises with NY-based Clinical & Training Unit, Strategic Information Unit, Research Unit, Implementation Unit and ICAP country teams in coordinating training and support for distance education projects

  • Supports the Director of the Clinical and Training Unit, Director for Health Systems Strategies, and ICAP Leadership with strategic planning related to training, including identifying and determining training needs, developing and implementing training needs assessments, performing ongoing review and evaluation of training activities, and developing proposals for new training activities

  • Performs other related duties as assigned

EDUCATION:


· Requires a Bachelor’s degree; Master’s degree in public health strongly preferred


EXPERIENCE, SKILLS & MINIMUM REQUIRED QUALIFICATIONS:


· Minimum four (4) years of relevant experience and demonstrated proficiency in management/coordination of education or training programs


· Proficiency with Microsoft Office Suite (e.g., Excel, Word, Outlook)


· Strong interpersonal, analytical and organizational skills


· Demonstrated experience working in a team environment and independently with minimal supervision


EXPERIENCE, SKILLS & PREFERRED QUALIFICATIONS:


· Experience working in global health/low-resource settings strongly preferred


· Exposure to/proficiency in: education, training, global health, and/or health research


· Demonstrated proficiency in the use of competency-based training strongly preferred


· Relevant professional experience working with resource limited countries


· Experience supporting distance education trainings, including logistics and telecommunications, and working knowledge of distance education platforms


· Demonstrated talent in writing technical content and training materials


· Experience working with complex programs involving short deadlines and multiple tasks to achieve program results


TRAVEL REQUIREMENTS:


· Travel to 1-2 international training sites per year, with each trip lasting 7-10 days
