The Finance Systems Officer is a member of the SCMS finance team providing business operations services support to the Finance Unit, in coordination with the Management Information Systems (MIS) Unit. The Finance Systems Officer is responsible for ensuring financial tracking management within the SCMS Finance Unit. Under the direction of the SCMS Senior Finance Officer, he or she will develop and maintain managerial tracking systems in the Orion and Business Intelligence (BI) financial systems and utilizing excel documents.


The Finance Systems Officer will coordinate with the Country Program Finance Officers on country program financial monitoring, reporting, and cash flow analysis. He or she is responsible for ensuring compliance of administrative, contractual, and financial tracking management and procedures of SCMS, Managing Partners, Subcontractors and USAID. He or she is responsible for working with the MIS unit to ensure proper maintenance and validity of financial reporting.


Specific Responsibilities


  • Work with MIS unit in maintenance and development of Orion and BI generated reports. Assist with documentation of processes and procedures, development or mapping of processes, and assist test plans and validate testing results, as needed.

  • Monitor, confirm, and/or troubleshoot a range of routine operations, including routine reports, maintenance of project codes, identification of transactions, and respond to data calls.

  • Support critical activities including Monthly Finance Statement (MFS) Reports, monthly reconciliations and tracking, including research and resolution of issues.

  • Prepare Financial Reporting deliverables to internal and external stakeholders on the financial status of SCMS finances.

  • Manage project coding in Orion – creation, modifications, obligations, etc.

  • Manage Orion country program funding levels and regularly reconcile approved funding level with USAID reports.

  • Assist in budget exercise reporting and reconciling multiple financial templates into summary reports.

  • Prepare routine and ad-hoc financial reports using innovative means to meet the dynamic needs of the project closeout.

  • Ensure Financial Standard Operating Procedures are up to date and work processes are being followed.

  • In coordination with the Finance Associate, assist in reporting of subcontractor ceilings and obligations in Orion.

  • In coordination with Country Program Finance Officers, monitor costs against budget, including tracking of accruals.

  • In coordination with Senior Finance Officer, assist in the reconciliation of

  • Funding Concurrence Memo (FCM) funding and expenditures.

  • In coordination with Finance Unit Manager, assist in reconciliation of Global Monthly Finance Statement (GMFS).

  • Other assignments as required.

Qualifications


The ideal candidate will possess a combination of financial experience and functional financial systems support experience.


  • Bachelor’s degree preferably in Business Administration, Accounting, Computer Science, or a relevant field.

  • 2 or more years of work experience in a similar position.

  • Experience with Oracle and Business Intelligence systems preferred.

  • Experience working with USAID contracts and international projects.

  • Strong analytical skills required.

  • Demonstrated advanced to expert skills in Excel. Intermediate skills in Word, Access and general Microsoft Office Applications.

  • Demonstrated ability working as part of a team, as well as independently, and with multi-disciplinary staff of all levels.

  • Strong attention to detail required.

  • Ability to work in a fast-paced team environment and to prioritize as required.

  • Fluency in English, including speaking, reading, and writing, with the ability to conduct business in English.

  • Authorized to work in the United States of America.
