GENERAL FUNCTION
The Monitoring & Evaluation Manager will work within the Program Effectiveness unit, which leads the effort to measure, capture and demonstrate the impact of Internews’ work. The M&E Manager will work across the Internews global portfolio, providing direct support and guidance to projects, establish best practices and lead data gathering activities for the organization. This role will lead on US funded work but be part of a team working with other donors from Europe, etc. The M&E Manager will ensure that M&E strategies are driven by the organizational goals articulated in the strategic plan. In addition to ensuring M&E activities are designed and performed to the highest standards, the M&E Manager will play a key role in the design and development of new strategies for leveraging the data and learning from existing and future work. This may involve the analysis of existing data in support of ‘new’ understanding and insights e.g. cross regional, thematic etc.; use of alternate data e.g. Big, open, unstructured etc; and, the design of responsive, dynamic and lightweight approaches to M&E – thinking beyond PMPs and logframes.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Proposal Development:
- Manage proposal processes, as needed;
- Draft proposal documents, including matrices, corporate capabilities, relevant project descriptions and letters of commitment;
- Drafting Performance Monitoring Plans for proposals and occasionally narratives for proposals as needed;
- Assist and support field assessments which will feed into proposal development, as requested.
Development Support:
- Help development and technical teams develop/articulate the theory of change or development hypotheses and critical assumptions on which program/project success depends;
- Lead or support the design of performance monitoring plans for proposals, identifying appropriate performance indicators for tracking results and monitoring critical assumptions and selecting tools for data collection and analysis;
- Train and build capacity of HQ and national local staff in M&E design and implementation for example, the drafting of PMPs and logframes.
Technical Support: The M&E Manager will be responsible for the design and implementation of robust quality control measures in support of excellence. Activities will include:
- Provide M&E Support to Projects to meet their requirements over the life of the project from inception to final evaluation;
- For projects with direct role, finalize M&E Plan, design data collection tools for baseline and ongoing monitoring – overseeing data collection and helping build capacity for project staff;
- Conduct semi-annual M&E Check-ins with all projects to surface M&E needs, monitor practices and provide guidance and support as needed;
- Lead data quality assessments to determine the validity, reliability and integrity of performance data gathered to monitor program performance;
- Projects: For Midterm/Final Evaluations: Lead the design of the terms of reference, and provide guidance on contracting external evaluators and firms, and support projects in ensuring best practice and value for money.
Establish standards and best practices in program research, M&E, and learning across the organization:
- Lead the creation of M&E strategies, which should inform all work at any given time and increase coherence and strength of M&E practice;
- Develop standardized approaches/tool for M&E to support projects including the use of previously developed M&E toolkits, developing standardized contracting, monitoring and reporting frameworks, and data collection tools;
- M&E Toolkits: Revise and refine, and ensure promotion and use among the field staff;
- Identify and manage a roster of consultants and institutions to undertake key monitoring and evaluation assignments, reviews, mid-term evaluations and final evaluations.
Organizational Learning:
- Organizational Data Collection – including designing, collecting and analyzing data for measuring progress on global Key Performance Indicators;
- Regularly catalyze and support communications and connections between M&E practitioners across Internews through direct convening, written, verbal and visual communications;
- Support M&E Learning Groups – establish regional/functional sub-groups in M&E to promote a culture of learning around M&E, and provide support to projects from peer groups;
- Conduct regular learning conversations as well as out briefs with Country Directors and Departing M&E Officers focused on programmatic lessons learnt;
- Facilitate and contribute to learning by analyzing global-related data to generate insights and lessons learned that could be applied across programs;
- Connect with external audiences to represent Internews’ work as industry/thought leader, including publishing reports and papers and convening and speaking at conferences and other events;
- Think creatively about research design, flexing between lean approaches to rigorous methods;
- New ideas – actively seek to understand and adapt the potential of new ideas and opportunities to improve and develop Internews M&E related activities e.g. technological developments; research design, etc.
QUALIFICATIONS:
- Minimum of five years of progressively responsible professional experience in a performance monitoring and/or evaluation role with an international development organization
- Familiarity with current USAID policies related to evaluation and performance management beneficial
- Proven research design and implementation skills, including in approaches to evaluation
- Proven experience conducting reviews and evaluations of communications projects and studies, particularly overseas, across multi-disciplinary projects and in complex environments
- Strong command of qualitative and quantitative research design and data analysis techniques including use of packages such as SPSS and UCINET, as appropriate
- Ability to train, mentor, and manage teams of local researchers, including newcomers to the research sector
- Strong and demonstrable communication skills ranging from written reports and presentations to use of social and informal media
- Professional team player with a positive, collaborative, and can-do attitude who can maintain a high degree of rigor but who also think creatively and experiment in their approach and methodology
- Fluency in spoken and written English required, Fluency in at least one other relevant language (i.e. Arabic, French, Russian, Spanish) is desired.
- Education: Bachelor’s degree required; Master’s degree in a development field, social science, economics, or relevant discipline preferred
- Excellent administrative and organizational skills
