BACKGROUND: The IRC is one of the leading providers of high quality programming for refugees resettling to the United States. The mission of the IRC"s US Programs (USP) Department is to create opportunities for refugees to survive and thrive in America. The IRC"s USP Department currently provides services in 25 U.S. cities and through the IRC"s Resettlement Support Center (RSC) in East Asia. The USP portfolio has grown to encompass a spectrum of support with numerous local partners, hundreds of corporate, foundation, and government donors, and thousands of individual givers. The distinctive components and programmatic endeavors of USP are represented and guided through the USP Roadmap 2015-2020 which contains five key outcome areas: Health, Safety, Education, Economic Wellbeing and Power. The IRC is committed to developing innovative, context-specific programs in response to strategic funding opportunities with a range of local, state and US Federal Government agencies, as well as private foundations and corporations. The IRC resettles approximately 10,000 refugees annually and has over 600 staff and 3,500 volunteers.


Scope: The Program Officer provides support and guidance to the Atlantic Central Region"s field offices in two key areas: field office management and technical support for program and grants.


Responsibilities:


  • Work closely with Regional Director to ensure that the field has access to comprehensive business development and program quality support, and logistical and administrative resources.

  • Provide summaries of key field issues, program analysis, business development updates, and other administrative, program and logistical support as requested by Regional Director.

  • Assist Regional Director by conducting financial reviews and tracking of public and private grant expenditures, including but not limited to budget reviews, BvAs and FM01.

  • Assist Regional Director in program performance monitoring, and provide technical support to staff in the region.

  • Collaborate with Pacific West Region to develop best practice guidelines, materials, webinars, and monthly updates, regional meetings for USP field offices.


  • Serve as headquarters liaison to the Atlantic Region field offices regarding internal policies and procedures.




  • Liaise with Headquarters staff, including the Resettlement Team, IPP, External Relations, TUs, legal staff, Resource Acquisition Team, and the President"s Office to address questions from the field on legal, financial, branding, insurance, media and other issues




  • Work with Resource Acquisition Team and Technical Units to assist in writing, editing and submission of proposals & reports; ensure final approvals have been met prior to submission.




  • Participate in relevant trainings and conferences;




  • Provide logistical and technical support for regional meetings and calls.




  • Serve as monitor in the monitoring of the Reception & Placement, Intensive Case Management and Matching Grant programs in field offices; provide guidance and recommendations based on findings




  • Follow-up on findings from monitoring visits and work with field staff to implement necessary programmatic and policy changes.




  • Supervise and mentor direct report staff, including Program Manager and interns.



Requirements:


  • Bachelor"s degree required; Master"s degree in Social Work, International Development, or related field highly desirable.

  • At least three years" experience in project management, grants management, and/or proposal/business development.

  • 5 years+ progressive non-profit experience, preferably with experience in the U.S. refugee program.

  • Proven writing and editing skills: the ability to draft and edit memos, letters, reports and proposals.

  • Good critical thinking; Ability to synthesis a wide scope of information.

  • Solid organizational skills, with a proven ability to prioritize projects with attention to detail.

  • Excellent communication and interpersonal skills and the ability to effectively manage a variety of relationships.

  • Familiarity with US government donors a plus

  • Ability to work independently and as a team member in a diverse, fast-paced environment.

  • Ability to travel approximately 10% of time.
