Tetra Tech ARD, headquartered in Burlington, Vermont (http://tetratechintdev.com), is accepting expressions of interest for a Director of Contracts, Grants and Procurement (DCGP) with experience managing USAID contracts and grants. The DCGP will supervise a team of Contracts, Grants, and Procurement Specialists and Managers who support project implementation and new business development. The DCGP will bring rigor and discipline to the team’s work and serve as Subject Matter Expert in facilitating solutions to complex regulatory challenges. Additionally, the DCGP will work closely with the Controller, Chief Accountant, and particularly with the Vice President of Project Support Services, to whom s/he will report.
This position is based in Burlington, Vermont.
Responsibilities:
* Manage a diverse team of Contract, Grants, and Procurement Specialists and Managers;
* Support project implementation and new business development efforts with the CGP team;
* Bring rigor and discipline to CGP by expediting standardization of systems, manuals, tools, and training material;
* Serve as Subject Matter Expert for the interpretation of, and adherence to, client rules and regulations;
* In coordination with Controller and Chief Accountant, manage external audits (DCAA, SIGAR, etc.);
* Serve as a critical member of Tetra Tech ARD’s Internal Compliance Committee;
* Facilitate trainings on USG rules and regulations for home office staff; and
* Complementary support and expertise as deemed appropriate and necessary.
Qualifications:
* Minimum of a Bachelor’s degree required in a relevant field, particularly business administration, international relations, law, finance, etc.; Master’s degree preferred;
* At least 10 years of experience in a similar role, responsible for contracts, grants and/or procurement on USAID–funded projects; experience with other clients is a plus;
* Demonstrated leadership and personnel management experience;
* Expertise in USG rules and regulations (FAR & AIDAR);
* Ability to travel internationally up to 20% of time;
* Outstanding capacity building and training skills;
* Proven track record facilitating solutions to complex regulatory challenges;
* Excellent interpersonal and intercultural communication skills with internal and external clients;
* Excellent information management skills, with very strong attention to detail;
* Financially literate with experience managing large, complex project budgets;
* Fluency in Spanish or French highly desirable;
* Familiarity, and preferably experience with internal and external auditing processes;
* Short-term experience in the field required, and long-term field experience preferred;
* High proficiency in MS Office suite and databases; and
* U.S. citizenship or a valid U.S. work permit is an absolute requirement.
