Scope:
The IRC202 strategy has highlighted cash programming as a key tool toward ensuring greater client responsiveness and effectiveness in emergency preparedness and response. We have committed to investing in policy and practice changes that will facilitate greater use of effective and efficient unconditional cash transfer programs within the IRC"s own operations, as well as within the humanitarian sector more broadly. This involves significant operational investments in preparedness planning, a push toward digital payments, as well as evidence-based policy influence with both humanitarian and development actors.
The Deputy Director position is a critical leadership position in driving forward this work. Based in the Economic Recovery and Development (ERD) Technical Unit, the Deputy Director will lead a team of world-class technical specialists, policy and research staff to implement the cash strategy. In addition, the Deputy Director will work closely with the ERD leadership team to ensure that systems and processes are in place to provide timely and efficient operational support to the unit"s activities.
Major Responsibilities:
- Provide leadership to the development and implementation of IRC"s cash strategy, connecting programmatic operations with internal and external policy opportunities to advance IRC"s cash agenda.
- Lead the development and implementation of a policy- and practice-oriented research agenda to fill critical knowledge gaps.
- Oversee the development and implementation of a global policy agenda to influence key stakeholders in the humanitarian and development sectors.
- Design innovative communications campaigns to disseminate policy, research and practice messages to sector and non-sector experts.
- Contribute to development of new programmatic initiatives to drive forward IRC"s cash preparedness and response initiatives.
- Liaise with all internal IRC stakeholders to ensure regular communication and coordination on cash initiatives.
- Represent the IRC in key fora, and particularly in relation to cash and ERD work.
- Galvanize external support for IRC"s cash work, through strategic partnerships and funding.
- Provide guidance and supervision to cash team, inclusive of all performance management processes.
- Ensure connectivity between cash initiatives and ERD"s agriculture, food security and enterprise development work.
- Act on behalf of the Senior Director during periods where he/she is traveling or absent.
Job Qualifications:
Education: Master"s degree in relevant field (MBA, economics, political science, public policy, international relations).
Work Experience: Minimum ten years progressive experience in digital finance, development finance, evidence-based policy advocacy or humanitarian research and policy advocacy.

- Have successful experience leading program support functions, including systems and processes development.
Language Skills: Fluent in English; additional language skills a plus
