Org. Setting and Reporting
This position is located in the Global Information Services Section (GISS), Information Services Branch (ISB), Corporate Programmes Division (CPD), Office for the Coordination of Humanitarian Affairs (OCHA). The Programme Officer reports to the Product Management Team Leader.
Responsibilities
Within delegated authority, and under the direct supervision of the Product Management Team Leader, the incumbent is responsible for the following duties:
- Participates in the conceptualization, development, implementation, marketing, management and evaluation of ReliefWeb and other digital information products and services managed by the Section; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
- Researches, analyzes and presents information gathered from diverse sources to inform digital product development.
- Assists in product policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
- Defines performance indicators for digital information products and services and establishes mechanisms to monitor product performance.
- Assumes primary responsibility for working with external developers, partners and other stakeholders for digital information products and services under his/her purview.
- Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
- Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, marketing material, etc.
- Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
- Undertakes outreach activities; conducts surveys, training workshops, seminars, etc.; makes presentations on assigned topics/activities.
- Performs other duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in business administration, management, humanities, social sciences or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of five years of progressively responsible experience in project or programme management, information management or related area. Experience working with web-based content products/services, particularly for the non-profit sector, is desirable. Experience in digital product management, particularly agile methodologies, is desirable. Relevant professional experience in managing information and/or information products in a conflict, disaster or development context at the international level is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is an advantage.
Assessment Method
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
