The Director, Human Resources Business Advisor will provide HR leadership, advice and counsel to our International Business Teams including International Programs (Global Health, Education, Livelihoods), Policy and our Humanitarian Response teams in support of the successful implementation of the Agency’s strategic goals. The HR Business Advisor, acts as partner and internal consultant analyzing HR issues and challenges and proposing clear, practical solutions. The incumbent is responsible for helping to develop and execute short and long term strategies to ensure that the systems and processes to attract, develop and retain highly qualified employees are in place.
Essential Duties, Responsibilities and Impact
Provide strategic and tactical Human Resources consultation and services to over 300 employees in International Programs, Strategic Operations, Policy and Humanitarian Response divisions. Lead the HR efforts and work with senior divisional management in the client groups to adapt and implement HR programs for sourcing, recruiting, leadership and workforce development, performance management, compensation and benefits, employee relations and talent review and mobility. Build HR management and development capacity among management staff. Be the first point of contact for guidance and resolution of HR management issues. Provide strategic and tactical direction to HR Business Advisors. Directly manage and mentor two HR Business Advisors and one Humanitarian Response HR Manager.
Employee Relations– Represent Human Resources internally on programmatic business teams.
Establish strong engagement across the business teams and act as key contact and resource for the broad range of HR matters from policy communications and interpretation to relationship and change management. Ensure the successful onboarding of new staff. Partner with other parts of HR (Talent Acquisition, Talent Management, Compensation and Benefits, etc.) and other Departments (Finance, IT, etc.) to roll out and support agency-wide initiatives. (30%)
International Assignments
Support the deployment of approximately 100 expatriate employees (including offers, allowances, onboarding, and special issues) as well as the deployment of short-term emergency responders. Develop and deliver training to managers and team leaders on processes and procedures for international assignments. Represent HR on the Crisis Management Team as the primary HR contact for medical, security or other emergency evacuations. (15%)
Cross-Federation Policy and Cooperation
Liaise and partner with other Save the Children members to harmonize international policies, practices, and approaches such as secondment agreements, international allowances and taxation, international mobility, emergency deployment, child-safeguarding training, staff induction, etc. (15%)
Performance Management
Support managers through the performance appraisal process each year including guidance in setting performance expectations, employee development plans and communications; assist managers in assessing employee performance and addressing deficiencies. (10%)
Talent Management
Gain thorough understanding of individual competency needs and help senior leadership build strategy and implementation for talent development, leadership development, succession planning, etc. (10%)
Organizational Design and Change Management – Provide overall leadership and advice to the divisional leadership team in designing organizational structure in alignment with Agency and divisional strategies. Partner with the leadership team to effectively manage change and transition and ensure that the HR perspectives and compliance to agency procedures and other legal standards are considered. Handle employee relations issues as a result of change and transition activities. (10%)
Policy and Compliance:
Team with the HR Business Advisory staff to provide a united, consistent, Agency-wide HR approach to the clients. Provide expert guidance on grievances, disciplinary issues and code of conduct protocols. (10%)
Required Background and Experience, Skills and Behaviors
- A bachelor’s degree and 10+ years of HR management experience
- Ability and willingness to travel up to 10% of the time
- Proven ability to work in a complex, matrix environment supporting multiple stakeholders
- International experience a plus
- Well-developed skills in at least three of the following areas: learning and development, resourcing, compensation and benefits, employee relations and communications
- Able to successfully work with minimal support resources and able to influence HR outcomes with minimal process or intervention.
- Self-evident interpersonal skills that cause senior management to seek their help or counsel in resolving people issues.
- Strong analytical and problem solving skills
- Able to think creatively and strategically, overcome obstacles to cooperation and progress
- Excellent organizational and interpersonal skills

- PHR/SPHR certification preferred
