The primary work of the Learning Systems Manager is to oversee and leverage Talent Management and agency learning systems to support agency wide performance and career support.
Duties and Responsibilities:
- Manage a responsive, service-oriented team that prioritizes and monitors support requests and system projects for the Talent Management applications and related ICT4D and learning technologies.
- Provide strong problem solving skills to monitor systems, troubleshoot, and determine recommendations for solutions in collaboration with vendors and CRS staff.
- Explore and implement creative solutions to training, learning and performance needs in staff and partner Learning Management Systems.
- Proactively move the agency forward in the capture of agencywide training and learning information in agency systems, while enabling staff, managers and leaders throughout the organization to access relevant learning, performance and career data.
- Define and articulate business processes for all aspects of the talent and learning systems.
- Oversee and manage staff and external support for system configuration, release management (quarterly enhancements and bi-weekly patches), testing, other system changes and change management to stakeholders for the staff’s learning, performance, and succession management modules ensuring programs are documented and compliant with agency and HR strategies and policies.
- Develop, document and execute change management plans for new processes and procedures to include communications and performance support materials for staff and partner systems.
- Assess business needs and recommend process improvements for performance support, customer service, usability of the systems.
- Overall accountability for data integrity to include quality, accuracy, and usability of employee data and related interfaces with collaboration with HR, Finance, and GKIM.
- Manage vendor relationships, contracts, service level agreements, issue resolution, and release management
Supervisory Responsibilities: Supervise Learning Coordinator, interns and consultants.

Internal: Workforce Development unit staff, Human Resources department staff, GKIM, Data Stewardship Group, Sis (Strength in Solidarity) team, and staff members of departments/divisions in strategic collaboration with the Workforce Development unit.
External: Cornerstone OnDemand, Peer organizations, Learning for International NGOs (LINGOs), Society of Human Resource Management (SHRM) , eLearning Guild, Association for Talent Development, vendors, and consultants.
