Position Summary


Freedom House seeks an experienced Regional Director for Eurasia with the vision and proven ability to work with a range of government and civil society stakeholders in increasingly closed or hostile country contexts, and design, manage, and support, innovative programmatic solutions.


The Regional Director will develop and manage all program aspects for the Eurasia regional portfolio to include strategic design, partner relations, program design, oversight of program activities, backstopping field offices, monitoring and evaluation, financial management, fundraising, advocacy, outreach, staff supervision, and administration. This position is based in Washington, DC and reports to the Vice President for Programs.


Minimum Qualifications


  • Ten or more years of directly-related program management experience, with a track record for effective implementation with 2 years of field experience in an Eurasian country preferred. Experience working in authoritarian or post-authoritarian country contexts considered a plus.

  • Master’s degree in political science, international relations, or related field

  • Experienced and successful in personnel management, leading teams, and partner relations.

  • Strong ability to communicate effectively in English and Russian, both verbally and in writing

  • Strong knowledge of human rights principles and mechanisms, and understanding of democracy promotion, with proven expertise in one or more specific thematic or regional areas, as needed

  • Creativity required and ability to engage a range of local stakeholders depending on project within portfolio, including government agencies, justice sector, human rights and democracy advocates, journalists. Previous association or work within the arts and culture community is considered a plus.

  • Proven ability to write effective proposals, reports, procedures, complete required forms, and maintain complete and accurate documentation

  • Proven knowledge of USG funding regulations, and familiarity with US Congressional processes

  • Strong program management skills from design through implementation, evaluation, and close-out

  • Strong knowledge of financial management, and grants-related compliance requirements

  • Excellent judgment in problem solving and decision-making on a consistent basis

  • Strong ability to initiate, foster, interact, and maintain relationships with contacts and stakeholders in a diverse and multicultural environment, with sensitivity and a high degree of courtesy, discretion, tact, and professionalism

  • Ability to maintain the highest degree of confidentiality regarding all aspects of work at all times

  • Ability to successfully recruit, develop, supervise and motivate staff, and provide effective leadership

Primary Duties and Responsibilities


  • Develop program strategy, and assist with managing overall strategy and regional, or thematic programs.

  • Develop and maintain in-country and regional partnerships with acute attention to and mitigation of risks for project counterparts.

  • Design, manage, and supervise all programmatic aspects of multiple grants including work plan development, identifying consultants and sub-grantees, organizing trainings and other activities, monitoring and evaluation, budget management, reporting, and backstopping field offices

  • Represent Freedom House before the InterAmerican human rights system.

  • Collaborate with country representative (where applicable), and manage all activities to ensure that programmatic objectives are met, and are in compliance with both FH and funder requirements

  • Monitor key developments in assigned region and/or thematic portfolio including elections, status of relevant legislation, and human rights abuses, report and present findings

  • Manage program finances including analysis, budget monitoring and projections in full compliance with Freedom House and funder requirements

  • Negotiate and write contracts, MOUs, letters of agreement, and other contractual documents for partners and vendors, and manage to ensure that the objectives and terms of agreements are met

  • Manage proposal submission process and ensure complete, accurate, and timely proposal submission

  • Contribute to and participate in complex negotiations with bilateral and/or multilateral government agencies, donors or relevant audiences as authorized

  • Develop effective professional relationships with partner organizations, and assist them in increasing their capacity to meet objectives, and more effectively implement their own programs as assigned

  • Develop and maintain relationships with the donor and diplomatic community, congressional staff, partners and grantees, policy community, and other NGOs and think tanks

  • 30% travel to Eurasia region required.
