United States of America: Environment and Natural Resource Director


Chemonics’ Latin America and Caribbean (LAC) regional team is seeking an environment and natural resource (ENR) director for donor-funded (USAID and others) natural resource management and environmental programs, with a particular emphasis in the field of climate change adaptation and mitigation. The ENR director assumes a senior management role in the region and company-wide and provides leadership in the following areas: project management, technical expertise and support, new business development, and overall direction of the ENR program that includes biodiversity conservation, land tenure and property rights, environmental compliance, and climate change adaptation and mitigation. The director operates at advanced levels of authority and accountability for achieving results and impacts. The director provides staff development, supervises home-office staff and project chiefs of party, oversees contractual and technical implementation for one or more projects, keeps abreast of new business developments, assumes line roles on proposals, and undertakes technical assignments both in the LAC region and company-wide.

Responsibilities include:
• Provide overall technical direction and management of administrative and financial activities to field-based teams and ensure that projects meet client expectations
• Develop effective and collaborative working relationships with clients, including USAID technical staff, subcontractors, strategic partners, and stakeholders; promote outstanding client services and technical leadership by introducing and sharing innovative interventions
• Apply solid knowledge of the development industry, best practices, and trends to project and regional work
• Exercise sound judgment and problem-solving in various aspects of practice and project activities
• Ensure compliance with contract requirements, Chemonics processes, USAID policies and regulations, and USAID mission requests
• Delegate, supervise, and evaluate the performance of assigned staff, particularly project managers and chiefs of party; communicate clear performance goals and standards and ensure staff receive regular constructive feedback, resolve problems promptly, and have the opportunity to grow and develop in key competence areas
Qualifications:
• Minimum 10 years of experience in project management, including relevant environment and natural resource field experience; field experience directing or serving in a senior management or technical role on USAID-funded projects highly preferred
• Relevant experience in Latin America and Caribbean in climate change adaptation/mitigation policy or strategy development or project management;
• Master’s degree in relevant ENR areas, climate science, sustainable development or related fields; an additional five years of field experience can be substituted for a Masters’ degree.
• Specific experience and knowledge of climate change adaptation and mitigation trends and issues, in particular USAID’s Global Climate Change Initiative; knowledge of USAID’s biodiversity conservation policy a plus
• Demonstrated success in preparation of ENR proposals based on application theory of change methodology, specifically in the formulation of creative strategies, cutting-edge innovations, and effective partnerships with local and international organizations
• Knowledge of USAID contract management, regulations, program cycles, and trends in measuring project performance and impacts
• Ability to assimilate information, assess available resources, and bring well-rounded experience to evaluate options and take sound decisions to solve complex technical, managerial and operational problems often in highly charged, quickly evolving situations.
• Ability to operate at advanced levels of authority, manage significant activities, budgets and resources, and supervise senior staff to maximize outcomes and impacts
• Willingness to travel and work abroad a minimum of 8 weeks per year; experience working in developing countries, preferred.
• Spanish proficiency highly preferred
