PSI seeks a Senior Awards and Compliance Officer to support our Acquisition Awards portfolio, including but not limited to Cooperative Agreements, IDIQs, Task Orders, and Cost-Plus-Fixed-Fee contracts. The incumbent will: 1) review prime awards and subawards to ensure PSI can comply with the terms and conditions and risk is mitigated; 2) provide guidance to program backstopping, technical and country office staff on complex compliance questions; 3) develop guidance documents that explain funder requirements for both prime award and subaward mechanisms that support program needs and reflect best practices; 4) share negotiation strategies across the Department and the global PSI network; 5) identify training needs and facilitate in-person and virtual trainings to ensure prime and subaward functions are implemented as consistently as practicable across the global PSI network; 6) support the development of prime award and subaward monitoring tools and templates; 7) promote compliance with and lead the development of G&C support tools; 8) work to the highest ethical standards for award management and support sharing of best practices and tools. This position reports to the Senior Manager, Awards & Compliance.


RESPONSIBILITIES:
Administration:


  • Monitor and research prime and subaward terms to ensure alignment with previous awards from a funder and to be cognizant of global precedents that increase risk to PSI

  • Conduct reviews of draft agreements prior to signature, identifying areas for further negotiation and highlighting potential areas of risk

  • Support the design, implementation, management and monitoring of Grants & Contracts systems and workflow processes and procedures across the global PSI network

  • Maintain permanent files according to protocols, including prime and subaward documents regarding funding or other terms and conditions

  • Participate in the award input work flow by reviewing award input requests for completeness including the existence of a fully executed award with all annexes, budget and other required documentation.

  • Update the award database and the central filing system after notification of a complete project set up.

  • Update the work load tracker on a regular basis to ensure the continued tracking of department metrics.

  • Ensure that the subaward database is current and complete through quarterly subaward updates.

  • Create and follow up on opportunities to improve systems, to provide increased support to Grants & Contracts staff in the field and to share knowledge of award compliance with more junior staff in the Department

Award Oversight Support:


  • Provide support to staff negotiating awards to ensure that the best available terms are included in awards coming to PSI and are to the greatest extent possible consistent with PSI policy and procedures

  • Work closely with funders, PSI Grants & Contracts staff, program backstopping teams, technical teams and country office staff to provide support on prime award management issues

  • Serve as a subject matter expert on prime award management; create opportunities to develop and share tools across the global PSI network

  • Help in the development of country office grants and contracts management staff and other staff, and seek opportunities to provide trainings and technical assistance on prime award compliance topics.

Subaward Monitoring Support:


  • Provide lead technical support for the development of tools and update or revise current tools to be used by country offices, grants and contracts management staff, regional, technical and program backstopping staff as appropriate to select, assess and monitor subawardees and work toward PSI’s timely close-out of subawards.

  • Support the development and facilitation of subaward management trainings

  • Participate in the preparation of responses to audit requests and funder specific reporting requirements for subawards

Compliance Support:


  • Develop recommendations for standard language and responses to ensure consistency of practice.

  • Perform research on OMB Uniform Guidance, Federal Acquisition Regulation (FAR), Agency for International Development Acquisition Regulations (AIDAR), World Bank, Asian Development Bank, European Commission, Global Fund, KfW, DFID, and prepare written responses to queries from the country offices and HQ

  • Support Grants & Contracts team efforts around capacity-building and help ensure that tools and templates meet program implementation needs

  • Work closely with the Sr. Awards & Compliance Manager to ensure alignment of subawards with prime award terms and conditions

  • Remain current on changes within the industry through resource sites, publications, and continuing education, and provides training and refresher sessions for Grants & Contracts staff on pertinent topics.

  • Perform other duties as assigned

Training and Capacity Building


  • Support the Grants & Contracts training function by assisting with the development, organization and facilitation of trainings on prime and subaward management (In-country online webinars, and HQ brown bag sessions).

Job Requirements


QUALIFICATIONS:


  • MS/MA/MBA or equivalent years of experience

  • Five or more years of Prime and/or Subaward administration in an international organization. Additional years of relevant work experience may be substituted for educational requirement

  • Demonstrated expertise with the Federal Acquisition Regulations (FAR) and Agency of International Development Acquisition Regulations (AIDAR) required

  • Demonstrated experience with researching, interpreting and applying USG funder regulations, including FAR, AIDAR, OMB Circulars, administrative requirements and other applicable rules and regulations regarding implementation of federal awards

  • Familiarity with funders such as World Bank, Asian Development Bank, European Commission, Global Fund, DFID, KfW and UN agencies

  • Previous experience in training using adult learning techniques and experience coordinating and facilitating in-person and virtual trainings

  • Previous experience with international nonprofit organization preferred

  • High level of attention to details in all aspects of work responsibilities

  • Excellent interpersonal, oral and written communication skills to effectively interact with all levels of PSI staff and subawardees

  • Working knowledge of database applications, word processing and Excel

  • Ability to work in a team-oriented environment.

  • Spanish language skills required.
