Under the administrative direction of the City Manager. The Assistant to the City Manager supports the City Manager in the budgeting, planning, administering, and evaluating the activities and operations of the city including its public safety, community development, administrative services, public works, parks, facilities, and administration function; provides policy development; facilitates the development and implementation of long and short range plans, policies, goals, objectives, and programs to provide the City with technical and administrative direction in meeting and maintaining the city’s service delivery standards; performs analyses to ensure public services are delivered in an efficient and effective manner. The Assistant to the City Manager is also responsible for interacting with the city’s management team to develop new programs beneficial to the organization. The Assistant to the City Manager is also responsible for oversight of the city’s Occupational Health and Safety Programing. The position is also responsible for project management and for implementing and overseeing activities to ensure success of the city Enterprise Resource Planning project. The Assistant to the City Manager performs the City Manager’s duties in their absence.
Illustrative Duties:
- Provide assistance and support to the City Manager; analyze and implement policies and procedures; assist in the preparation of the budget; respond to and resolve public inquiries and complaints.
- Under the direction of the City Manager, be the city’s Enterprise Resource Planning (ERP) Project Manager. ERP is a category of public administration and management software. In May 2016 the city will acquire integrated ERP services from Tyler Technology. The Assistant to the City Manager will lead the organization through the implementation of a suite of integrated applications that the city will use to collect, store, manage and interpret data from many activities activities, including: general ledger, purchasing, licensing, permitting, human resource management, and other service delivery areas.
- Serve as project manager for a variety of other special projects; facilitate project activities and resolve problems; develop and submit project reports to the City Manager.
- Act as the safety professional in the city’s workplace to manage programs such hazard resolution, Material Safety Data Sheet (MSDS) programs and general safety education, and Workers Compensation.
- Supervise, at the City Manager’s discretion, the work of support staff; act as City Manager in City Manager’s absence.
- Serve as staff and liaison for a variety of committees, boards and commissions; provide responsible staff support to the City Manager.
- Provides assessments of ongoing operational needs through department heads and determines best organizational structure to meet goals and objectives.
- Assess and monitor work load, administrative support systems, and internal reporting relationships; identify opportunities for improvement and implement as appropriate.
- Confer with department heads and programs managers concerning administrative and operational problems, work plans, and strategic plans; make appropriate decisions or recommendations.
- Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of city management and administration.
- Respond to media inquiries, City Commission concerns and issues, and community needs.
- Respond to and resolve difficult and sensitive citizen inquiries and complaints.
- Perform related duties as required.
Qualifications:
Completion of Bachelor’s degree, from an accredited college or university, in Public Administration or closely related field. A Master’s Degree is strongly preferred. Three (3) to five (5) years of relevant, progressively responsible experience in the public sector; including experience in a supervisory capacity. Local government management and administration is strongly preferred. Working knowledge of the City Manager form of government is required. Qualified applicants must possess considerable knowledge and experience relating to the principles and practices of public administration; including practical knowledge of public finance, budgeting, forecasting, and strategic planning. Qualified applicants must have the ability to effectively communicate professionally with citizens, journalists, staff, department heads, the City Commission. They must have a demonstrated history of working cooperatively with others. Excellent oral and written communication skills, as well as, having extensive experience with Microsoft Office (or similar) products is required.

- Operate office equipment including computers and supporting software applications.
- Prepare clear and concise administrative and project reports.
- Aid the City Manager in the preparation and administration of large and complex budgets.
- Establish and maintain effective working relationships with those contacted in the course of work.
