Purpose of the Position


Development of effective health interventions requires a clear understanding of the current situation, constraints as well as capacities to monitor and evaluation the interventions. Under the overall direction of the Senior Health Specialist (Knowledge Management and Implementation research) the incumbent will be responsible for the coordination, development, planning and management of situational analyses and monitoring and evaluation projects, especially related to the Child Health Days (CHD) project. The results of these analyses and projects are necessary to produce evidence and influence policy towards achievement of the equity based health–related Sustainable Development Goals (SDGs). The incumbent will also be responsible for the development and implementation of creative strategies to ensure that methods to conduct situation analysis and the information from such analyses are successfully dissemination of field staff so that funding allocation and policy decisions can be informed by the best evidence available. The incumbent will also provide technical assistance to other Units of the Health Section as well to Regional and Country offices on methods to be used to monitor and evaluate health programs with a particular focus on CHD. Finally, the incumbent will serves as the monitoring and evaluation liaison between the health section and the Knowledge Management task force to ensure that within UNICEF we work synergistically to provide knowledge and evidence for the prevention of maternal, infant and childhood illnesses.


Key Expected Results


1.Provides technical guidance to other Units in the Health Section and PD, and Regional and Country offices on methods to monitor and evaluate health programs, especially in relation to the Child Health Days (CHD) project. In collaboration with Units and Offices either develops monitoring and evaluation plans for CHD and other specific health programs and/or reviews an existing plan and makes modifications as needed. The incumbent will also assist these Units and Offices to identify organizations, consultants and resources to conduct monitoring and evaluation.


2.Coordinates the development of UNICEF Health specific situation analysis and implementation research (IR) to produce evidence and influence policy towards achievement of the equity based health-related SDGs, with a focus on methods to collect, analyze and interpret data on the health situation analyses/IR with a country and/or district, particularly to identify districts and interventions that should be implemented in CHD countries.


3.Provides leadership and technical guidance to regional and country programs to apply the health situation analysis and IR, including elaboration of data collection and analyses plans, report writing and dissemination of findings to key stakeholders. Develops and participation in workshops and consultation at the regional and country levels to exchange findings from situation analyses/IR. Assist CHD and other programs in using LiST and EQUIST so that they are able to include results from these tools in situation analyses/IR.


4.In collaboration with the Knowledge Management Task Force, contributes to the establishment and management of UNICEF’s program knowledge network. Regularly meets with the Evaluation Unit to review methods used for monitoring and evaluation and to assist the Evaluation Unit build capacity of UNICEF monitoring and evaluation staff in the area of health.


Qualifications of Successful Candidate


  • Advanced university degree in public health, epidemiology, social sciences or equivalent is required. Training or accreditation in monitoring and evaluation and knowledge management is preferred.

  • Incumbent must have at least 8 years of experience in monitoring and evaluation of health programs. Experience in data analysis and dissemination, and in transition of evaluation into policy. Expertise and experience in child survival program management is a definite asset. At least 5 publications in peer-reviewed publications in the field of monitoring and evaluation in relevant public health topics required. A well-developed network with academic institutions, international health organizations and partners is a definite asset.

  • Fluency in English speaking, writing, reading is required. Another UN language preferred, particularly French.
