Duties
The following are the duties of this position at the NB-V.2 level. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. As a Bank Examiner (LB Field Examiner) with emphasis in Capital Markets, you will:
Serve as head of a functional or sub-functional specialty area at a more challenging large bank. You will provide supervisory oversight requiring extensive investigation for operational risk.
Spend a majority of time working in a supervision environment which is challenging due to a combination of the following characteristics: size, condition, product mix, bank management and board management teams, geographic footprint, growth, funding structure, examination staff composition, and examination time constraints.
Lead supervisory targets within assigned specialty areas or specialty portfolios. Oversee the supervisory efforts and understand and implement the OCC’s program for Supervision by Risk. Plan, coordinate, and monitor supervisory activities, including identifying and communicating risk issues, developing supervisory strategies, determining the scope of supervisory activities, managing teams of assisting personnel, preparing reports of activities, and developing responses to address risks.
Lead discussions with large bank management on findings and recommendations. Prepare communications to foster positive changes within the bank. Maintains effective communications within the OCC and ensure that appropriate coordination and follow-up activities take place. Communications are advanced in nature as a result of the size of the bank, the sophistication of the issues, and/or the receptiveness of the senior audience.

Qualifications

You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the NB-IV band level in the Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of specialized experience for this position include:
Band V: Evaluating capital markets activities and related risk management in financial institutions, such as trading strategies and products, treasury and balance sheet management, asset securitization, and risk measurement and reporting.
Band V.2: Evaluating capital markets activities and related risk management in financial institutions, in at least two of the following areas: trading strategies and products, treasury and balance sheet management, asset securitization, and risk measurement and reporting.
Favorable adjudication of a background investigation that includes criminal history, financial history (including credit check), and other information.
