****The Position****


The Union is seeking qualified candidates for the position of ****Senior Technical Advisors – Data for Health Initiative (D4HI) Data Use Program****. The position will be based in New York. Applicants must have a valid work permit for New York.


****Background****:


Beginning in March 2015, Union North America will be implementing a program to assist ministries of health and other public health stakeholders in low- and middle-income countries to better use data to advance public health policymaking. The “data use” program is a major component of a wider initiative aiming to enhance data systems capacity in 20 low- and middle-income countries in Africa, Latin America, Asia, and the Pacific. The data use program will entail providing technical assistance, training, and other forms of support, and will involve country engagement, assessment, and intervention phases.


****Overall Role****:


Each Senior Technical Advisor (STA) will have lead responsibility for providing technical assistance to participating national ministries of health and other key stakeholders. In collaboration with Ministry stakeholders, STAs will tailor the technical assistance package to the needs and priorities of each country. Components of technical assistance will include initial assessment and workplan development, consultation to ministry leadership, trainings for staff, design of reporting and web-based data dissemination products, and other activities. In addition, each STA will provide expertise in designing technical assistance tools to be used across the initiative and may provide support in one or more technical areas (e.g., analytic methods, report design, etc.) broadly across the initiative. Significant on-site engagement will be required. STAs will report to the Senior Vice President for Public Health Programs, and may be based either in New York City or Singapore.


****Specific Duties****:


  1. Conduct assessments of how surveillance and other public health data is used by policymakers, program planners, communications officers, and other stakeholders in national ministries of health;

  2. Develop workplans for data use improvement;

  3. Provide consultation and coaching to ministry leadership and staff;

  4. Develop and deliver trainings;

  5. Develop models of data dissemination policies;

  6. Develop models of data dissemination products, including reports and web-based systems;

  7. Identify and engage nongovernmental stakeholders in using public health data;

  8. Participate in other UNA activities as needed.

****Requirements****:


  • Doctoral degree in public health or medical degree, with 5 or more years of experience in public health practice; OR Master’s degree in public health with 10 or more years of experience in public health practice

  • Expertise in quantitative methods

  • Experience in government public health practice preferred

  • Experience working in low- and middle-income settings required

  • Strong oral and written communication skills

  • Ability to work independently

  • Willingness to travel

  • Proficiency in languages in addition to English preferred
