Finance Section, UNICEF Department of Finance and Administrative Management (“DFAM”) is seeking a dedicated:


Finance Specialist, P-3, Temporary Appointment until 31 December, 2016


(renewable up to 12 months subject to funding availability and satisfactory performance)


Duty Station: New York, USA


Purpose of the Position:


Under the supervision of the Deputy Director – Finance, DFAM, and working with the Finance Manager in the Markets, Financing and Strategic Data Unit in the Supply Division (“SD”)’s Director’s Office, assists in the review and monitoring of “innovative financing” mechanisms as well as the coordination of the day-to-day work with SD, Regions and Countries in developing commodity financing plans, especially for health and immunization-related supplies.


Key Accountabilities and Duties & Tasks:



  • Support the review and monitoring of “Innovative Financing” structures in support of UNICEF’s mission, including engagement with private sector instruments.




  • Support work with SD, Regional Offices and Country Offices in developing commodity financing plans.




  • Risk analysis and monitoring of proposed and ongoing financial structures including analytical work documenting flows and risk mitigation factors.




  • Assist with management of in-country consultancies examining financing trends and providing technical assistance to countries.




  • Plan and coordinate Country Missions to engage with Ministries of Health and Ministries of Finance.




  • Draft reports and reviews / recommendations of strategic options related to available financing interventions at the Country and Regional levels.




  • Market Analysis of commercial and structured options.




  • Support implementation of financing instruments, in-line with UNICEF financial policies, and designing solutions where appropriate to streamline operationalization.



Qualifications and Competencies


*Education:**


A completed Master’s Degree is required, preferably in Business, Finance or Economics.


Work Experience:


Minimum 5 years of progressively responsible professional work experience at national and international levels in the area of finance, accounting or auditing is required. Experience working with Country Ministries of Health and Ministries of Finance is an asset.


Languages:


Fluency in English is required. Fluency in French is an asset.
