United States of America: Program Manager, Economic Intergration


HIAS seeks a Program Manager to maximize the opportunities of refugees and other populations that HIAS serves for economic integration, expanded self-sufficiency and asset-building. S/he works closely with colleagues from Headquarters and HIAS affiliate networks to align refugees and other populations into community workforce development, antipoverty, financial inclusion and asset-building programs from the point of arrival and initial service planning and development. The Program Manager, Economic Integration ensures that our core programs — Reception and Placement, Matching Grant, and Preferred Communities — are “bundled” and coordinated to include building the financial capability of clients with the aim of improving economic integration outcomes and enhancing the financial well-being of our refugee caseload.


Essential Functions:


  • Develops and leads HIAS’ programmatic and policy work to incorporate financial integration and workforce development into refugee resettlement programs, including cultural orientation.

  • Oversees and builds the capacity of a network of 22 affiliates to participate in financial education as well as family and community strengthening initiatives; introduces our network of affiliates to specific funding opportunities to support these programs and provides technical assistance necessary to help with their implementation.

  • Develops a structural training plan/curriculum, conducts quarterly network-wide trainings and manages the development of tools and resources with the aim of building affiliates’ anti-poverty and financial education programs, and increasing their familiarity with benefits and income security education (i.e. Income Supports, Health Care, Food Assistance, Child Care, Housing, Utilities, and Tax Credits).

  • Conducts occasional on-site monitoring and assessment visits to affiliate sites for training purposes, ensuring high quality programming; acquires knowledge and communicates information on innovative programs and initiatives created by our affiliates across our networks.

  • Leads the design, development, implementation, management and evaluation of the IDA and other similar programs, including conducting needs assessments, developing program plans, and monitoring local programs to ensure they meet the objective of increasing the financial knowledge, income and assets of refugees and other eligible populations.

  • Connects HIAS affiliate offices with workforce development partnerships and agencies around the country to facilitate skills development and to help refugees on a pathway to new and sustainable careers.

  • Ensures that HIAS clients understand how to access financial information, connect to safe and affordable financial products and services, build savings and wealth, and protect themselves in the financial marketplace.

  • Develops and maintains knowledge on current poverty intervention strategies, policies and practices; financial literacy programs and other trainings; tax and other benefits available to refugees (e.g. Tax Aid, Section 8 housing, free cellphones, etc.); and other financial tools and services that enable families to build wealth and move toward long-term financial wellness.

  • Serves as primary liaison with government funders, resettlement partners (e.g. other national resettlement agencies, state governmental entities, and technical assistance providers) and other stakeholders for the IDA’s and other similarly federally-funded grant programs, and on issues related to beneficiaries’ economic self-sufficiency.

  • Performs other duties as assigned.

Qualifications and Requirements:


  • Undergraduate degree in finance, economics, public policy, social work, community development or a related field; Graduate degree preferred.

  • A minimum of three years of work experience in economic development and livelihoods programs; at least three years’ experience in asset-building, financial literacy training, and leadership development related to affordable housing, community development, economic security, or a closely related field.

  • Knowledge of successful or innovative programs and policies related to financial opportunity in the U.S., workforce development and building sustainable futures, including knowledge of topics related to financial well-being (e.g. budgeting, savings, banking, and credit building).

  • General knowledge of U.S. refugee resettlement program, in particular Individual Development Accounts, Matching Grant and Preferred Communities programs.

  • Highly organized, detail-oriented, creative self-starter with ability to meet strict deadlines and carry out all functions of multi-faceted programs.

  • Experience working with and advocating for low-income communities and people from diverse cultural backgrounds.

  • Strong cultural competency and cross-cultural communication skills.

  • Excellent written and oral communication skills; ability to create proposals, reports, memos and other official documents.

  • Excellent research, analytical, computer and public speaking skills.

  • Willingness to travel within United States.
