Description:
Linkages Across the Continuum of HIV Services for Key Populations Affected by HIV (LINKAGES), is a USAID-funded cooperative agreement under the President’s Emergency Plan for AIDS Relief (PEPFAR) program. LINKAGES is implemented by FHI 360 in partnership with Pact, IntraHealth International and the University of North Carolina at Chapel Hill, and conducts a range of activities to reduce HIV transmission among key populations (KP) — sex workers, men who have sex with men, transgender persons and people who inject drugs — and improve their enrollment and retention in care and treatment across the HIV cascade. LINKAGES will accelerate the ability of governments, key population leaders, organizations working with key populations, and private-sector providers to plan and implement services that reduce HIV transmission among key populations and their sexual partners and extend the lives of those already living with HIV.
The Program Manager is primarily responsible for providing program management support to the global LINKAGES program and LINKAGES project staff located in country and regional offices. The successful candidate will serve as the main point of contact on several LINKAGES country programs, supervise 1-2 program officers, and mentor the team of Senior Program Officers in collaboration with the Deputy Director, Program Management. The candidate will lead project start-up, workplan and budget development (in collaboration with technical and finance staff), subgrant development and review, compliance and programmatic monitoring and close-out; liaise with project offices related to program management and execution; ensure compliance with internal and external regulations; ensure completion of program while adhering to budget, scope, and schedule requirements; develop/review work plans, budgets, subgrant documents, environmental mitigation and monitoring plans, team operating agreements, and USAID waivers; prepare presentations and support other related program objectives and deliverables.

Job Summary / Responsibilities:
- Serve as primary point of contact and interact independently with LINKAGES field-based colleagues, using good judgment to monitor and address issues in a timely manner, and keeping senior project management apprised of activity progress.
- Provide management support to assigned portfolio of LINKAGES country programs, including development/reviews of work plans, budgets, subgrant documents and environmental mitigation and monitoring plans
- Coordinate with LINKAGES technical staff and consultants to provide technical assistance to programs
- Work with LINKAGES country teams to track performance against project timelines, budget, objectives, and deliverables.
- Assist with the preparation of project reports, presentations and documenting program activities and deliverables for assigned portfolio of country programs.
- Ensure timely implementation and achievement of project performance objectives and deliverables.
- Responding to programmatic, financial, administrative, and logistics needs and requirements generated from LINKAGES leadership
- Contribute to the LINKAGES project annual work planning and budgeting processes, and semi-annual report to USAID
- Ensure compliance with FHI 360 procurement and financial reporting procedures by field-based programs and serving as a resource to field finance and administrative staff on procurement and payment procedures.
- Build the capacity of LINKAGES country programs on FHI 360 and LINKAGES systems and processes, including development of subcontracts, purchase orders, sub-award, consultant agreements, etc.
- Review and ensure that all deliverables prepared by assigned LINKAGES countries are of high-quality prior to onward submission
- Serve as the liaison for internal units, such as Accounting, Travel, Contracts, Business Services, and others.
- Maintain and update project tracking sheets for deliverables, contracts, and accruals, as well as maintaining relevant project files.
Qualifications:
- Bachelor’s degree required, Master’s Degree strongly preferred in Health, International Development or a related field.
- Minimum of 8 + years’ experience with program management, cross- cultural communications, US Government rules and regulations.
- Substantial experience using computerized information systems.
- Articulate and professional and able to communicate in a clear, positive fashion with clients and staff.
- Must be able to read, write, and speak fluent English; fluency in Spanish or French preferred.
- Supervisory experience is preferred.
